Home Performance with ENERGY STAR: All the Ingredients You Need for a Successful Program

Just like the Philly cheesesteak, the ingredients of Home Performance with ENERGY STAR are tried and true. Trust, quality, and whole-home analysis are the beef, onions, and cheese resting on our hoagie roll that is the ENERGY STAR brand. But what fixings would you add to make it better? Maybe remote quality assurance hot peppers or coop advertising lettuce. Those are just a few of the possibilities open to programs on the deli line. Join us in the kitchen as we craft program menu selections. In this interactive session, you’ll hear about the core program requirements and innovative implementation methods from Home Performance with ENERGY STAR programs and then have the opportunity to design your own program. The audience will work through program design questions and get feedback on their plans from program Sponsors. This is a great opportunity for programs to hear lessons learned and discuss program design philosophies.

Ely Jacobsohn

Program Manager, Home Performance with ENERGY STAR
U.S. Department of Energy

Ely Jacobsohn is focused on transforming the home improvement market. He joined the U.S. Department of Energy in 2009 has been working in the Building Technologies Office developing strategies, programs and policies to encourage consumers to improve the performance of their homes. Currently, he directs the National Home Performance with ENERGY STAR Program and looks for collaboration opportunities to scale home performance and all clean energy. Before joining DOE, Ely worked at the Maryland Energy Administration as the Residential Program Manager, and was one of the architects of the EmPOWER Maryland Act which set a statewide energy efficiency savings target.

Angela Li

Lead Analyst, Strategic Business, Policy and Evaluation – Rhode Island
National Grid

Angela Li serves Residential Customers in Rhode Island with energy efficiency solutions and emerging technologies. One key area of focus is the innovation of EnergyWise, National Grid Rhode Island’s Home Performance with ENERGY STAR program which encourages consumers to improve their home’s comfort while saving energy costs. Angela has also been designing and delivering residential efforts focused on demand response, smart lighting, and battery storage.

Janja Lupse

New Jersey Program Director

Ms. Lupse joined Conservation Service Group (CSG), now CLEAResult, in 2010 as the NJ Program Director. In her role, she manages CLEAResult’s operations and staff for New Jersey's Clean Energy Program (NJCEP), including Home Performance with ENERGY STAR, WARM/COOLAdvantage (HVAC) and Residential New Construction Programs. Ms. Lupse has held multiple positions in her career in associations and utilities that include program coordination, strategic planning and project management for a wide range of energy efficiency programs. She has extensive experience with consumer based programs from her work at KeySpan and National Grid. Prior to KeySpan, she held multiple positions in Washington, DC working in the energy efficiency industry. Ms. Lupse holds a Masters of Arts in International Environmental Policy and a Bachelor of Science in Environmental Science and Ecology. Ms. Lupse is also a proud mother of two active boys with her husband, Stefan.

Suzanne E. Sebastian

Program Manager
Delaware Sustainable Energy Utility

Suzanne Sebastian has over 30 years of experience in managing energy efficiency and renewable energy programs. She was hired by the Delaware Sustainable Energy Utility in 2015 as the Program Manger to oversee programs which provide technical assistance, incentives and loans to a variety of clients. These programs include the Home Performance and Assisted Home Performance with ENERGY STAR Programs, the Pre-Weatherization Program, Community Energy Center Program, ZeMod (Zero Energy Modular) Home Program for Low-Mod Income), Energy Assessment for Non-Profit Program, Pathways to Green Schools and the Energize Delaware Affordable Multifamily Program. Suzanne also manages other programs for commercial, agricultural, and transportation sectors to include both private and public sector entities. Her career started over 30 years ago at the State of Delaware Energy Office where she worked with diverse groups of stakeholders and clients to promote energy efficiency and renewable energy programs across the State of Delaware.
