Best Practices in Program Design and Performance Measurement When Integrating Energy Efficiency and Healthy Homes

Many different programs funded by government, utilities, and charities exist to provide low-income households services to improve the health, safety, and energy efficiency of their homes. Service delivery is usually fragmented, leading to high transactions costs for participants, inefficient service delivery and greater total program costs. However, some state and local governments have implemented policies to facilitate integration of these interventions through case management and one-stop shopping service delivery. It is important to assess these initiatives to understand the challenges that are faced, how these challenges have been overcome, and the relative impacts of various models. Such analysis can only be accomplished if policymakers build up-front systems to track energy savings and additional participant impacts. Experts from the evaluation and national advocacy community will discuss best practices in program design, implementation, and performance measurement for coordinated energy efficiency and healthy homes delivery models.

Matthew Lyons

Project Director
APPRISE

Mr. Lyons is a Project Director with APPRISE and has worked in a variety of capacities implementing data-driven solutions for complex energy, housing and human service programs at the state and local level. He has overseen state energy, food and cash assistance programs with a focus on implementing process improvements to align financial benefits with workforce development and self-sufficiency programming. At the local level, Mr. Lyons launched a comprehensive, single point-of-intake screening tool to coordinate housing, health and financial benefits and led program restructuring efforts for the City of Baltimore to better braid weatherization, lead paint and housing rehabilitation funds together. In his current role at APPRISE, Mr. Lyons provides technical assistance to support the implementation of performance measures for LIHEAP grantees and is managing the design and roll-out of a Data Warehouse to track performance data for the Community Services Block Grant program.

Green & Healthy Homes Initiative

Wes Stewart is the Vice President of Technical Assistance and Legal Services for the Green & Healthy Homes Initiative (GHHI). In this role he provides national technical assistance on program design, management and implementation to over 30 current and potential GHHI sites. He provides trainings extensively to owners, tenants, realtors, insurers, attorneys and government agencies throughout the U.S. on federal Title X, Lead Safe Housing Rule, EPA Renovation, Repair and Painting Rule, lead poisoning prevention initiatives and other green and healthy homes program designs.
