Harmonizing HERS and Home Energy Score

Many states and other jurisdictions are interested in promoting both HERS for residential new construction programs and DOE’s Home Energy Score for existing homes initiatives. The differences in the underlying modeling engines of these two rating systems, as well as their outputs (e.g. scales, scores, energy and cost estimates), pose challenges for generating consistent energy information at point of sale and could lead to consumer confusion. Over the past year, a diverse group of states, programs and others have been making great progress on an initiative to “harmonize” HERS and Homes Energy Scores under the moniker of “EMPRESS” (Energy Metrics to Promote Residential Energy Scorecards in States). This session will present recommendations from EMPRESS for consistency with rating metrics and labels across HERS and Home Energy Score, along with an update and recommendations for moving toward a common modeling engine and policy guidance for jurisdictions interested in ratings..

Richard Faesy is a principal and co-founder of Energy Futures Group in Hinesburg, Vermont. As a Certified Energy Rater, LEED Accredited Professional, and DOE Home Energy Score Assessor, he specializes in residential buildings, technologies and markets, with expertise in residential new construction and retrofits, energy rating and labeling, building codes, financing, green building, the integration of renewables and energy efficiency, and effective energy efficiency policy, program design and implementation. He currently works with clients throughout the U.S. and Canada.

Joan Glickman

Acting Program Manager, Residential Buildings Integration
U.S. Department of Energy

Joan Glickman is the Acting Program Manager of Residential Buildings Integration at the U.S. Department of Energy. She previously managed the Energy Department's Home Energy Score and Home Energy Information Accelerator programs, which aim to provide consumers with a better understanding of homes' energy performance. Joan coordinates residential energy efficiency programs and works with stakeholders at the national and local levels to ensure that information is reliable as well as compelling, with the goal of encouraging investment in improving the efficiency of our nation's housing stock. She joined the Department's Office of Energy Efficiency and Renewable Energy in 1997 and has held a variety of positions there including Deputy Director of the Federal Energy Management Program.

Noel Merket

Research Engineer
National Renewable Energy Laboratory

Noel is a Research Engineer in the Buildings and Thermal Systems center at the National Renewable Energy Laboratory. He develops and maintains the Home Performance XML (HPXML) data transfer standard and supports its adoption in the industry as co-chair of the HPXML working group. He also leads the development of residential building capabilities for the open source EnergyPlus building energy simulation software and develops data analysis and visualization tools for NREL's ResStock large-scale building stock simulation software. Noel has a B.S. and M.S. in Mechanical Engineering from Utah State University with an emphasis in fluid and thermal systems and computational methods and is a licensed Professional Engineer in the state of Colorado.

Emily Levin

Managing Consultant
Vermont Energy Investment Corporation (VEIC)

Emily Levin is a Managing Consultant at the Vermont Energy Investment Corporation (VEIC). Emily specializes in reviewing utility energy efficiency portfolios and designing innovative energy efficiency programs, and has designed and reviewed efficiency programs in Florida, Maryland, Michigan, New Jersey, Rhode Island, Vermont, and Washington, DC. Emily specializes in residential energy efficiency, including low-income programs and innovative approaches to reach underserved customers. She is also a nationally recognized expert on efficiency topics ranging from next-generation efficiency programs and market transformation strategies to innovative models such as home energy labeling and pay-for-performance. Before joining VEIC Consulting in January 2014, she led residential strategy for Efficiency Vermont, an energy efficiency utility operated by VEIC. She also managed the Efficiency Vermont Home Performance with ENERGY STAR program from 2007-2010.

Andy Popp

Andy Popp – Manager, Energy Efficiency, Missouri Department of Economic Development/Division of Energy

Facilitated the development of the Missouri Comprehensive State Energy Plan. The plan includes many recommendations focused on energy resiliency, efficient energy use, and energy affordability. Over the last eight years has focused on improving energy efficiency related to residential, manufacturing and agricultural sectors in the State of Missouri. During that time was instrumental in the development and oversight of over 150 successful energy efficiency projects across the state. With over 30 years of project management experience, has presented to many segments of the Missouri economy on energy efficiency and Missouri’s program development that would result in significant long-lasting impact on those segments.
Prior to coming to the Division of Energy, was Operations Manager for a manufacturing facility leading over 200 employees in day to day operation of the facility. During that time was responsible for all segments of plant operation including planning, P&L, purchasing, manufacturing, processing, continuous improvement, warehousing and shipment of products, and plant safety. Has a demonstrated record of cost reduction in all phases of manufacturing including production development and process improvement strategies. Has a Bachelor of Science degree in Biochemistry from the University of Missouri, Columbia.
