Guadalupe Dominguez Plummer serves as the Program Manager of the Quality Management and Technical Assistance Unit in the Bureau of HIV/AIDS Prevention and Control at the NYC Department of Health and Mental Hygiene (DOHMH). In this role, Guadalupe is responsible for managing the Ryan White Part A (RWPA) service category portfolio which consists of over 80 contracts for more than 65 agencies. Additionally, she supports and mentors a team of Quality Management Specialists while providing best practices to contractors, including incorporating quality management principles. Guadalupe has assisted RWPA mental health and harm reduction programs with the implementation of Seeking Safety, an evidence-based present-focused counseling model that helps people attain safety from trauma and/or substance use. She has also introduced trauma informed care model approaches to these organizations.
Guadalupe has a total of 12 years as a HIV/AIDS direct service provider and 6 years’ experience with program implementation, evaluation and monitoring at DOHMH. Guadalupe received her graduate degree in Public Health from SUNY Downstate School of Public Health and is a Certified Alcohol and Substance Abuse Counselor (CASAC).
