SC-14 - Access Isn’t Only a Rural Problem: The Promise of Telemedicine in Underserved Urban Communities

Telemedicine is not new in many parts of rural America, where a scarcity of healthcare providers makes the distance patients must to travel to receive healthcare an access problem. But even in urban areas where clinics may seem to be only a short distance away, numerous obstacles make it difficult for patients to access necessary healthcare appointments: impaired physical mobility; transportation barriers, such as not having a car or convenient access to public transportation; or lack of childcare services, just to name a few. Whatever the reason, skipping important healthcare appointments may lead to suboptimal health outcomes – especially for patients with one or more chronic illnesses. With this in mind, Mary’s Center – a Federally Qualified Health Center in Washington, DC – in partnership with a forward-thinking, DC Medicaid Managed Care Organization, launched its Telemedicine service line in early 2017. Today, the Mary’s Center “Health at Home” program brings DC-based medical providers into patients’ homes to deliver timely and critical healthcare services.
Join Rosalyn Carr Stephens from AmeriHealth, Dr. Tol Elliott, CMO of Mary’s Center, and Ellen Evans, Mary’s Center’s Clinical Director of Telemedicine for an interactive, panel discussion of the Mary’s Center Health at Home program – from inception, to launch, to current operational status and plans for future expansion. Specifically:
• COLLABORATIVE VISION and INNOVATION. Partnership with AmeriHealth, a large, DC Medicaid Managed Care Organization; and attaining medical provider buy-in to realize the vision.
• OPERATIONALIZING. Workflow, staffing, scheduling, equipment purchasing – how did Mary’s Center create a working telemedicine product?
• LAUNCH. Early successes… and opportunities for improvement.
• PROGRAM-to-DATE. Overview of types of patients served; current and projected volume; patient – and provider – experience; success stories; lessons learned.
• EXPANSION PLANS. Bringing Health at Home to children, low-risk OB patients.

Ellen Evans

Clinical Director of Telemedicine
Mary’s Center

Ms. Evans is a seasoned healthcare professional who attained her BSN after over 22 years of health policy and healthcare business development experience. Ms. Evans worked for a variety of healthcare-related professional societies and trade associations early in her career, providing legislative and regulatory advocacy for diverse constituencies. After completing her Masters of Health Services Administration she changed her focus to healthcare operations and joined the Advisory Board Company – a healthcare thinktank/consulting/health information technology firm – where she held progressively challenging roles on both the research/education and sales/revenue side of the company. She also spent several years as a Business Development Executive with the medical device manufacturer Covidien (now Medtronic) consulting with surgeons and hospitals on service line volume and revenue growth. Reaching a career crossroads, Ms. Evans decided it was time for a dramatically different view of healthcare and she pursued an accelerated BSN. She learned of Mary’s Center at a career fair when she was still a nursing student and immediately knew that she wanted to serve this community-focused organization. After a year of inpatient experience at Sibley Memorial Hospital in Washington, DC as a med/surg/oncology nurse, she joined Mary’s Center in 2016 and assumed the role of Clinical Director of Telemedicine in 2017, where she is thrilled to marry her newer, clinical skills with her previous management/consulting experience. Ms. Evans received her BSN from the Johns Hopkins University School of Nursing; her MHSA from George Washington University; and her BA from the University of Virginia.

Tollie B. Elliott

Chief Medical Officer
Mary’s Center

Dr. Elliott holds a Bachelor of Science in Zoology from Howard University and a Post Baccalaureate degree from Fisk University. He attended Howard University College of Medicine and obtained his Doctor of Medicine degree in 2000. He completed his residency in the Department of Obstetrics and Gynecology at Georgetown University in 2004 and was named Outstanding Senior Resident by the physician leads in Obstetrics and in Gynecology. Dr. Elliott received his board certification in 2008. He is committed to community development, having taught in the Prince George’s County Public Schools and served as director of a mentoring program for at-risk youth early in his career. Dr. Elliott enjoys family life, music and travel. Prior to joining Mary’s Center, Dr. Elliott worked at Providence Hospital in Washington, DC, where he was a Staff Physician, Director of Ob/Gyn Peer Review, a member of the Surgical Case Review Committee, Medical Staff Member-At-Large to the Medical Executive Committee, and Co-Chair of the Ob/Gyn Department in 2014. He also served as an Associate Professor at Howard University Hospital. Dr. Elliott was recognized as a Washingtonian Top Doctor in 2016.

Rosalyn Carr Stephens

Interim Director, Integrated Health Care Management
AmeriHealth Caritas District of Columbia

Rosalyn Carr Stephens, RN, MSN, CCM is Interim Director, Integrated Health Care Management for AmeriHealth Caritas District of Columbia.

She is responsible for oversight of Integrated Health Care Management Department which includes Complex Case Management, Bright Start Maternity Care Management and Early Intervention Services. She also serves as Liaison to District of Columbia agencies for several programs which impact Medicaid enrollees.

Prior to joining AmeriHealth Caritas, Stephens served as Independent Health Care Consultant with multiple Medicaid and Medicare Managed Care Organizations in the District of Columbia, Maryland and New York. Additionally, Ms. Stephens has served as Senior Director of Medical Management at Chartered Health Plan and Associate Vice President at Amerigroup District of Columbia. Prior to her experience with Medicaid and Medicare managed care programs, Stephens worked as a Pediatric Nurse Practitioner in pediatric rehabilitation hospitals in the state of Maryland. Her nursing career has spanned utilization management, case management, home care, research, home care, NICU, and FQHC-based case management.

Ms. Stephens earned a Master of Nursing, Pediatric Nurse Practitioner Track from The Catholic University of America, Bachelor of Science in Nursing from Barry University and a Bachelor of Science in Biology from Saint Leo University. She is also a Certified Case Manager.
She is member of the Case Management Society of America, Chesapeake Chapter. She volunteers in the DC community with the SHARE Food Network and supports a family transitional housing unit by hosting back-to-school and holiday gift drives.

David Tatro

Mary’s Center

David Tatro has more than 20 years of administrative experience in the health care field. As COO, David ensures that Mary’s Center has the proper operational controls, procedures, personnel, and systems in place to allow continued growth and compliance with all regulatory agencies. In addition, he oversees the Center’s day-to-day operating activities, including revenue from patient care billing, program expenses, cost and margin control, and monthly, quarterly, and annual reports. Prior to joining Mary’s Center, David served as the COO for the National Healthcare Group, an organization providing outpatient care in Virginia. He also has executive experience with the Fauquier Health System and with Inova Health System. David served in the U.S. Naval Submarine Service and Naval Reserves. He received his B.S. in Business Administration from the University of Massachusetts at Amherst and his M.B.A. from River College in Nashua, New Hampshire. He is a member of the American College of Healthcare Executives. David was named one of the Trending 40 Innovators for 2016 by Bisnow, an award recognizing leaders who are "driving technology solutions, revenue and fundraising initiatives, new events and programs, and other innovations that are advancing the missions of their great organizations.

Tom Kiesau

Thomas Kiesau is a Director with The Chartis Group and leads the firm's Strategy Practice Area, with 20 years of consulting experience in the healthcare industry. He has served as an advisor to dozens of provider organizations including leading academic health centers, children’s hospitals, faculty practice groups, integrated health systems and multi-specialty physician groups. Mr. Kiesau’s areas of expertise include: enterprise strategic planning, digital strategy, strategic partnership development, information technology innovation, commercialization ventures, capital/financial planning, economic alignment and service line planning. Mr. Kiesau has also participated in the creation of corporate strategy and product development strategy for multiple integrated service and technology firms that serve the healthcare industry.

Prior to joining The Chartis Group, Mr. Kiesau was the Vice President Business Development and New Project Implementation with Alta Resources, a leading customer relationship management and business process technology solutions firm, serving numerous recognized global brands, including United Healthcare, Eli Lilly, Disney, Novartis, FedEx, Wellpoint, Pfizer, Revlon, Apria Healthcare and Johnson & Johnson. Prior to that, Mr. Kiesau worked at a leading consulting firm for healthcare revenue cycle management where he served as an Engagement Manager and Methodology Service Line Leader for the Patient Access solutions.

Mr. Kiesau graduated with high honors from the University of Chicago Booth School of Business with a Master of Business Administration concentrating in Finance, Economics and Strategy. He also holds a Bachelor of Business Administration in Information Systems and Operations Management from the University of Wisconsin, where he graduated with distinction.
