The telemedicine community was deeply engaged in the response to Hurricane Harvey in Texas. Hear first-hand perspectives from individuals involved on the front lines of the response. Examine the digital strategies used to help communities and providers at the ground level, evacuees both in and out of shelters, and the state of Texas during critical times. Further, the panelists will discuss how telemedicine and other technologies that may all ready be in place in a community can be leveraged during a crisis."

Nora Belcher

Executive Director

Nora Belcher is the Executive Director of the Texas e-Health Alliance, a non-profit advocacy group that she started in 2009 to give health information technology stakeholders a voice in public policy. The Texas e-Health Alliance serves as the state's leading advocate, from local communities to the national level, for the use of information technology to improve the health care system for patients. She is widely considered to be one of the state’s leading experts in telemedicine, having worked on the issue for over 20 years in a variety of roles. During the most recent Texas legislative session, Ms. Belcher led the coalition that passed SB 1107, which was a significant step in opening up the Texas market for full use of telemedicine. Ms. Belcher holds a bachelor’s degree in government from the University of Texas at Austin and owns a hardcover first edition of Game of Thrones.

Andrea Clegg

CFO
Advanced ICU Care

Andrea Clegg has extensive experience in telemedicine finance and operations. As Chief Financial Officer (CFO) of Advanced ICU Care, Clegg is responsible for leading the finance organization and key operational functions including Corporate Strategy, HR, Compliance, and Business Development. She brings to the role more than 20 years of financial experience. Clegg has significant success scaling key financial and operational functions of rapidly growing telemedicine companies. Her operational experience and keen financial management skills have contributed to Advanced ICU Care’s growth into a nationally-recognized leader in tele-ICU.
Prior to joining Advanced ICU Care, Clegg held several key financial leadership positions with NightHawk Radiology Services, the pioneer of teleradiology. Clegg was integral to their growth from start-up to IPO, supporting the significant growth of a new market, negotiating and integrating multiple acquisitions, and securing private and public debt facilities.
Clegg received an MBA from Loyola Marymount University and earned BA degrees in economics and geography from University of California, Santa Barbara.

Julie C. Hall-Barrow

Vice President, Virtual Health and Innovation
Children's Health System of Texas

Dr. Julie Hall-Barrow is the vice president of virtual health and innovation at Children’s Health, the leading pediatric health system in North Texas. Since joining in 2015, Dr. Hall-Barrow has strategically guided the system’s use of technology to increase access to quality health care, extending care beyond the hospital walls and into the communities where families live, learn and play.
She currently oversees one of the largest and fastest-growing school telemedicine programs in the country, as well as several unique and innovative virtual health programs like Remote Patient Monitoring (RPM), TeleNICU/ER and the development of mobile health applications including My Asthma Pal. The aim of these programs is to improve health outcomes and empower patient families to become active drivers of their own health care.

As a passionate advocate for innovation and technology, she has provided guidance on influential legislation including House Bill 1878, which allows any provider in the state of Texas to be reimbursed for school-based telemedicine. She has also provided outreach and collaboration with national technology and health care organizations including the American Academy of Pediatrics on how to seamlessly integrate technology into health care.

Dr. Hall-Barrow has published research in peer-reviewed journals, presented around the globe on virtual health best practices, and been honored with many notable industry awards. In 2016, she was named one of the Most Powerful Women in Health Care IT by Health Data Management and was honored with the Achievement in Innovation in D CEO’s Excellence in Healthcare Awards.
She is considered a national and international expert in the field of telemedicine, including its use in pediatrics, neurology, emergent delivery methods and health care mobility. Dr. Hall-Barrow is a past chair of the American Telemedicine Association Pediatric Special Interest Group.
