PCW-08 - How to Build an Online Primary and Urgent Care Service

This half-day course is for healthcare systems or provider groups who are generally familiar with telemedicine and its principals and are ready to take the next steps. The focus is on decision making in terms of practical clinical, technical and legal considerations in building an Internet-Based videoconferencing, direct-to-consumer primary or urgent care telehealth delivery model. Implementation next steps are covered including care model components, clinical best practice requirements, necessary legal due diligence and operational steps. The course brings together the expert advice and real-world experience of a clinician, operator, and attorney, all active in managing various approaches to delivering primary and urgent care using telemedicine. ATA’s primary and urgent care practice guidelines will be provided to course participants.

Bryan T. Arkwright works as a Managing Consultant with Schumacher Clinical Partners Consulting Services focusing on Telehealth / Telemedicine Strategy and Operations. Bryan’s immediate past experience was serving as interim Corporate Director for a large international pediatric health system, and prior to that as Director of the Mission Center for Telehealth in Asheville, NC where he oversaw the expansion and growth of their Telehealth clinical programs reaching over 44 locations and establishing a comprehensive multi-year telehealth strategic plan. Bryan’s other experiences include working at Wake Forest Baptist Health serving as lead for their Office of Telehealth and launching key regional telehealth programs. Bryan’s additional areas of expertise include: Project Management, Business Development, mHealth, Strategic Planning, and Process Improvement.
Bryan has a Bachelor’s degree from Ohio University, a Master of Health Administration from the Medical College of Virginia / VCU, and a Six Sigma Black Belt from the American Society for Quality. Bryan regularly speaks on Telehealth and is active on Social Media tracking the latest Telehealth, Digital Health, and Future Healthcare news and trends @StateOfTheArk.

Joseph P. McMenamin

McMenamin Law Offices, LLC

Joe McMenamin is the Principal at McMenamin Law Offices (“MLO”), PLLC in Richmond, Virginia, USA. Most of MLO’s practice is devoted to advising companies and providers on telemedicine issues. It also provides health law services, counseling providers and life sciences companies. Joe has been involved in distance care since the mid-1990s.

For much of his career, Joe practiced as a partner at McGuireWoods LLP. Before being admitted to the Bar, Joe practiced emergency medicine at hospitals in Pennsylvania and Georgia on a part-time and full-time basis over a seven-year period overlapping his specialty training and legal education. He presently serves as EVP and Chief Legal Officer for W Medical Strategy Group, and as general counsel to the Virginia Telemedicine Network. Joe serves on the Board of Advisors of the Telemental Health Institute and of the Medical Information Technology Law Report. He is a member of the Legal Resource Team of CTeL, the Center for Telemedicine and eHealth Law.

Joe graduated summa cum laude from Washington and Lee University with a BS in chemistry in 1974, with an MD from the School of Medicine at the University of Pennsylvania in 1978, and with a JD from the School of Law at the same institution in 1985. He trained in internal medicine at Emory University in Atlanta from 1978 to 1981. He is board-certified in Legal Medicine, a Fellow of the College of Legal Medicine, and an Associate Professor of Legal Medicine at Virginia Commonwealth University.

Rebecca Hafner-Fogarty

Dr. Rebecca Hafner-Fogarty has been a key member of Zipnosis’ leadership team since 2010, serving as the company’s founding chief medical officer. Prior to that, she was medical director for Strategic Alliances and chief clinical officer of MinuteClinic. In addition to being a primary care physician, Dr. Hafner-Fogarty has extensive experience in medical regulation, serving three terms on the MN Board of Medical Practice between 1998 and 2016, most recently as chair of the BMP licensure committee. She is a member of the Federation of State Medical Boards’ committee on ethics and professionalism and serves on the board of the Texas eHealth Alliance. Dr. Hafner-Fogarty holds an MBA in Healthcare Administration from the University of St. Thomas and an MD from The University of North Dakota School of Medicine and Health Sciences. Outside of work, Dr. Hafner-Fogarty’s focus takes an equine turn, as a supporter and volunteer for the United States Dressage Federation and owner of several dressage horses.
