Director of Telehealth
Inova Health System

Steven Dean, MS, is the Director of Telemedicine for the Inova Health System, a six hospital system in the Northern Virginia region. He has been involved in telehealth over a decade serving in operational and administrative capacities. Steve is a past Chair of the mHealth Special Interest Group for the American Telemedicine Association, ATA, member of the Virginia Telehealth Network, and a current advisory board member and consultative partner of the Mid Atlantic Telehealth Resource Center. He is a recognized speaker in virtual health, created a pre-conference curriculum in mobile health for ATA, and co-authored the teleICU guidelines for ATA. His expertise is technical administration of telemedicine and mobile services.

Theresa Marie. Davis

Clinical Operations Director
Inova Health System

Theresa Davis, PhD, RN, NE-BC is the clinical operations director for Inova Health System and led their development and implementation of teleICU in 2004 to provide critical care support for 178 critical care beds in five hospitals in nine ICUs. Dr. Davis also implemented the teledisaster program across the Northern Virginia region in partnership with the Northern Virginia Hospital Alliance in 2009 to provide emergency telemedicine support in the event of a mass casualty incident in 14 emergency rooms spanning 14 hospitals and 7 different health systems. Dr. Davis has a PhD and MSN in Nursing Administration from George Mason University. Areas of expertise include Critical Care and Nursing Administration. Dr. Davis has presented nationally and published on the topic of TeleICU and disaster preparedness.

Edward Loo

Inova Telemedicine Engineer
Inova Health System

Edward Loo, MSECE, has work extensively in the technical implementation of telehealth solutions since 1999 when he joined Aethra, videoconference equipment manufacturer, as technical manager for North America, Latin America markets. While at Aethra, he assisted with the technical requirements of multiple telehealth projects that integrated H.320, H.323 and SIP videoconference technologies, medical peripherals, EMR and PACS systems for the healthcare industry within the U.S. and abroad. During this period, Mr. Loo gained comprehensive experience dealing with all aspects of building large scale telehealth videoconferencing networks including communication over private and public networks, end-to-end security, network optimization for videoconference streaming, and designed telehealth cart systems for different applications like teleradiology, teledermatology, vital signs monitoring, remote digital stethoscopes, speech therapy, etc. In 2011, he joined Inova Health System as telemedicine engineer where he built Inova’s videoconferencing infrastructure which currently supports 6 hospitals, 26 locations, and multiple service lines. Edward has a master of science in electrical and computer engineering from the University of Miami in 1998 and a bachelor of science in computer engineering from the University of Miami in 1995. He also collaborated with the ATA Standards and Guidelines workgroup for TeleICU documentation.

Brian Hays

Vice President
Inova Center for Personalized Health

Brian Hays joined Inova in December of 2015. He has primary responsibility for planning and operations for the new Inova Center for Personalized Health (ICPH) campus, which Inova acquired in October of 2015. Inova plans to build a unique, internationally prominent center for genomic research, personalized healthcare and associated life science commercial development on the new 117 acre campus.

Mr. Hays has an extensive career as a business executive, specializing in bringing new scientific discoveries and technology innovations to the commercial marketplace. Mr. Hays began his career as a transaction attorney, moving quickly into a management position with a company that developed a three-dimensional metal art form. He went on to manage and found several product and technology companies. Mr. Hays was recruited by Science Applications International Corporation (SAIC) to help transform the extensive SAIC portfolio of scientific and technological intellectual property into commercial products. As part of his work at SAIC, he advised the SAIC venture capital unit on potential investments. Through that effort, Mr. Hays became CEO of SiteScape, Inc, one of the first developers of collaboration software. Mr. Hays then became CEO of Vari-RO, a company with a novel pump technology that substantially lowered the cost of desalination. Again, Mr. Hays grew the business and it was acquired by General Electric.

Mr. Hays sits on several for-profit and non-profit boards, including Community Coalition for Haiti and Global Good Fund.

Mr. Hays was educated at Princeton University and the University of Michigan Law School. He served as a Captain in the Marine Corps.
