Alexis Silver has been actively involved in the telehealth and remote monitoring field since 2003, working with providers to develop and improve their telehealth programs and advocating for policy and reimbursement changes on both state and federal levels that support the use of technologies for aging and vulnerable populations.
As a telehealth advocate, she co-wrote legislation that led to Medicaid reimbursement for telehealth for New York State, and subsequently worked with the New York State Department of Health (NYSDOH) to design and implement New York’s Home Telehealth Demonstration Project.
As a program advisor and consultant, she has worked for and with home care agencies throughout New York State, helping them design, implement, and evaluate their programs. She has also served as faculty for a University of Southern Indiana home telehealth certification course.
As a consultant, she has worked with both providers and vendors in the development of program-driven digital technology that reduces nurse workload and provider expense while sustaining quality of care.
She is a past chair of the American Telemedicine Association’s Home (ATA) Telehealth and Remote Monitoring Special Interest Group, and a current member of the executive committee.

Kathy Duckett, BSN, RN

Kathy Duckett is a national and international home health care consultant with more than 20 years expertise in clinical, regulatory, financial, operations management and program development including integrating technology throughout organizations. Kathy’s experience includes Director of Population Health for the VNA Care Network, where she developed their Remote Patient Monitoring and created the Virtual Medical Visit pilot programs. At the Sutter Center for Integrated Care, Ms. Duckett served as Director of Training and Development with responsibilities ranging from Hospice, Home Care, and Patient Centered Medical Homes to initiatives integrating telemonitoring protocols into care plans and everyday workflow. While Director of Clinical Programs at Partners Healthcare at Home (part of Partners Healthcare System) she won ten Partners in Excellence awards for her work in developing innovative programs in telemonitoring and chronic care.

Ms. Duckett is an editorial board member of Home Healthcare Nurse, serves as an executive board member of the American Telemedicine Association’s Home Telemedicine and Remote Monitoring Special Interest Group, of which she is also a former chairman.
