W23 - Using the Baldrige Criteria to Develop Individuals

This session explores how the Baldrige Excellence Framework can be used two ways by individuals for personal development. The session begins with a brief discussion of how countries use performance excellence frameworks to identify and recognize top-performing organizations, followed by how organizations use those frameworks to move toward excellence. This session provides a very short overview of the two most common frameworks and then uses the Baldrige Excellence Framework for a deeper dive to understand how organizations and individuals can use it to improve. The framework discussion begins with describing the context for the assessment. Other topics include leadership, strategy, stakeholders, measurement and analysis, workforce, processes, and results. The session ends with a discussion on the two ways the framework can facilitate personal development—participating in an organizational assessment and using the framework to help individuals develop personal improvement plans.

Bill Craddock is a global trainer and management consultant with over 30 years of experience in progressive leadership assignments in functions such as organizational improvements, strategic planning and system implementations. He has an Bachelor’s degree in Electrical Engineering, Master’s degree in Industrial Engineering, and a Doctorate in Higher Education. Bill is a member of several professional societies, including ASQ, Project Management Institute (PMI), and a senior member of the Institute for Industrial and Systems Engineers (IISE). He is a registered Professional Engineer (PE) and certified as a Project Management Professional (PMP) by PMI. Bill has presented invited papers at six international PMI Congresses and one ASQ international conference, authored a commissioned white paper on change management for PMI, and authored a chapter for the book Sustainability Integration for Effective Project Management.
He is a senior examiner for both the State of Arkansas Governor’s Quality Award Program and the National Malcolm Baldrige National Quality Award Program. He has served as Team Leader, Site Visit Team Leader, Training Developer, and Trainer at both state and national levels, and as Judge at the state level. Also at the state level, he is responsible for developing and coordinating both applicant and examiner training.
Bill successfully completed the ISO 9001:2015 Lead Auditor Training Course and is a Lead Certified Management Systems Specialist (CMSS) with Exemplar Global. He is a member of the U.S. Technical Advisory Group (TAG) 176, and the international Working Group 23 which is tasked to update ISO 10014, Quality management – Guidelines for realizing financial and economic benefits.
Bill’s current practice focuses primarily on strategic planning and organizational excellence across multiple sectors.
