Landscape architects working with transportation agencies face the challenge of designing context sensitive multimodal transportation facilities while accelerating project delivery. This session examines perspectives from state departments of transportation, the Federal Highway Administration, and landscape architects as they work together to find ways to implement projects faster.

Shari Schaftlein, Director, Office of Human Environment, Federal Highway Administration, has 32 years of public service spanning tribal, state, and federal governments and nonprofit. She has held leadership positions in the FHWA Office of Planning, Environment, and Realty for 14 years. Currently she supervises three teams that: provide oversight of the Office research program; advance multimodal connectivity and bicycle and pedestrian networks, environmental justice, economic development, and accelerate project delivery by applying context sensitive design principals. The Office implements the Transportation Alternatives Program and administers procedures and standards for modification of the National Highway System and the Strategic Highway Network.

Jennifer Toole, ASLA, AICP is the founder and President of Toole Design Group. She has over 25 years of experience planning and designing multimodal transportation systems. As a certified planner with a degree in Landscape Architecture, Jennifer has a strong background in urban design and a keen understanding of how to design streets that work for all users. She has been involved in numerous projects of national significance for the Federal Highway Administration, AASHTO and NHTSA, and was awarded the Professional of the Year award by the Association of Pedestrian and Bicycle Professionals.

Appointed by Governor Tom Wolf in 2015, Secretary Leslie S. Richards is the first planner and female to lead PennDOT, an agency with a $9 billion annual budget, 11,525 employees, 40,000 miles of state-owned highway miles, 38 public transit systems and 3 ports, and responsibility for issuing 9 million driver licenses and registering 12 million vehicles. She developed innovative programs as PennDOT Road Map, and PennDOT Connects. She was named Chair of the PA Turnpike Commission in 2017 and is Chair of the Pennsylvania Public Private Partnership Board. She is a graduate of Brown University and the University of Pennsylvania,

Gary Jensen

Federal Highway Administration

Gary Jensen is a Team Leader in the Federal Highway Administration’s Office of Human Environment, leading multimodal, bicycle, and pedestrian programs and activities that improve safety, connectivity, accessibility, and convenience for all users. This includes increasing transportation choices, expanding access to essential services, improving connectivity, and otherwise addressing quality of life. He has been with the Federal Highway Administration for 24 years, and has been involved in various transportation planning and environmental programs, both at headquarters and in the field. He is a graduate of the University of Idaho with a bachelor’s degree in civil engineering.
