It is important to study the resilience of the water supply system, which is the capacity of a system to delimit the impacts of changing conditions. Providing safe and adequate drinking water to the growing city of Freetown in Sierra Leone under changing conditions of climate and population growth with rapid urbanisation is a challenging task. Despite of naturally available water, the freshwater availability is very much limited. The growing demand for water supply in the city is facing tough competition for various uses like food production, domestic consumption, and industrial requirements. This has led to mismatch between the supply and demand and has built up pressures on the fresh water sources like Guma, Charlotte, Kongo, and Takayama. Further, the poor water policy, inadequate water management laws and institutional framework, and weak public sectors have led to the degradation of water supply infrastructures in the capital city. In order to preserve the water ecosystems and biodiversity as well as to take up the challenges of climate change, it is desired to explore sustainable water supply sources and to check the resilience of the existing system. Keeping this in mind, the present study focuses on the factors affecting the resilience of the existing water supply system to the city of Freetown. In order to augment the resilience of the system, study explores the issue of supply management in terms of storm water management, waste water treatment, recycling and reuse, and watershed protection etc.


Indian Institute Of Technology Roorkee

Dr. Mitthan Lal Kansal, presently working as Professor in the department of Water Resources Development & Management at Indian Institute of Technology (IIT) Roorkee (India). He is a Civil Engineering graduate with post-graduation in Water Resources Engineering. He obtained his Ph.D. from Delhi University. He also holds the Post Graduate Diploma in Operations Management. Previously, he served Delhi College of Engineering, Delhi, NIT Kurukshetra, IIT Delhi, NIH, Rookree at various levels. He has published about 150 research papers and two books. He has guided more than 100 students for Ph.D.s, M.Tech. dissertations, and B.Tech. projects. He has got best paper awards from Indian Building Congress, Indian Water Works Association, and received star performer award from IIT Roorkee. He received prestigious Visiting International Fellowship (VIF) award from EWRI of ASCE in year 2011. He acted as reviewer for several International Journals and research agencies. He has visited various countries like USA, Australia, France, Denmark, Burkina Faso, Turkey, Iran, Nepal, Fiji and Bangladesh as International Expert and Visiting Professor. Dr. Kansal acted as International expert for RCUWM of UNESCO and IUCN, etc. He is founder President of North India Chapter of Environmental & Water Resources Institute (EWRI) of American Society of Civil Engineers (ASCE), USA. He is a Life fellow member of various professional bodies like I.E. (I), IWWA, IAH, etc. and executive committee member, and consultant to various organizations. His areas of interest are : Rural and Urban Water Supply Schemes, Risk and Reliability Assessment of Water Resource Systems, River and Soil Health, Water Quality Modeling and Monitoring in Distribution Networks, Water Sustainability, Impact of Climate Change on Water Resources, GHGs Emission from Water-bodies, Minimum Flow Requirements, Hydropower System Planning, and Application of Operations Research in various areas of water resources engineering, etc.
