398032 - Assessment of Current and Future Extreme Rainfall Induced Stormwater Flooding Scenario in the Southwest Florida Basin

We compared the historical and future stormwater flooding scenarios due to extreme rainfall in the Southwest Florida Basin, comprising of both the urban and natural areas. A large-scale process-based rainfall-runoff model was developed by using the US EPA Storm Water Management Model (SWMM 5.1) to quantify the stormwater flooding within the large basin. Climatic and hydrologic variables, as well as land use/cover features were incorporated into the model to account for the key processes of coastal hydrology and its dynamic interactions with groundwater and sea levels. We calibrated and validated the model by historical daily streamflow observations during 2009-2012 at four major rivers in the basin. Downscaled climatic drivers (precipitation, temperature, solar radiation) projected by GCMs-RCMs along with the projected future land use/cover features were also incorporated into the model to evaluate the future scenario. We determined extreme rainfall events based on historical and future periods which last from 1 hour to 7 days with different return periods. The extreme rainfall flooding was then evaluated for the historical (2000s = 1984-2013) and two future periods (2050s = 2030-2059, and 2080s = 2070-2099). Comparative synthesis of the historical and future scenarios of extreme rainfall-induced flooding leads to important guidelines for proactive stormwater management in Southwest Florida and similar urban basins under a changing climate and environment.
