Previous Green Infrastructure (GI) implementation in the District of Columbia (District) has been designed and constructed with custom, site specific designs resulting in high design and construction costs, inefficiencies, and an inconsistent implementation of GI within the District. Given the significant investments being made by DC Water's DC Clean Rivers Project and District of Columbia agencies (such as the Department of Transportation) in the right-of-way, substantial benefits can be achieved through the standardization of GI design and construction and coordination of capital work in the District.

Beyond the opportunity to reduce costs through coordination, additional cost reductions may be achieved through standard design and construction. A significant portion of the project cost for relatively small and low cost GI facilities is often related to the design of the facility. For most public infrastructure, standard designs are used to maximize construction efficiency for infrastructure such as sidewalks, curb and gutter, and fire hydrants. In addition to saving on design costs, standardization improves construction efficiency by allowing contractors to become familiar with construction requirements and implement those requirements consistently on every project.

This paper will provide the technical documentation and basis of a standardized approach to alley permeable pavement facility design and construction. The development of a standard aggregate depth, underdrain size, and check dam orifice size will be presented. Additionally, a unique blanket permit approach to the review and permitting of these projects will be outlined.
