The U.S. Environmental Protection Agency (EPA) has the responsibility to work with the water sector to reduce vulnerabilities, minimize consequences, identify and disrupt threats, and hasten response and recovery efforts related to critical water infrastructure. To address these needs, EPA and their partners have developed a range of modeling and data analytics software tools for improving the security, resilience, and response capabilities of drinking water distribution systems. These software tools, built off the EPANET toolkit, were created to help the water industry throughout the continuum of a water contamination incident: rapidly detecting and interpreting changes in water quality, evaluating different response scenarios, and assessing how best to decontaminate a distribution system. More recently, the focus was broadened to include resilience to all hazards, including natural disasters, industrial spills, and other environmental emergencies. All of the software tools share a common goal to help make water systems safer and more resilient and better enable water utility managers and operators to more effectively respond to emergencies. EPA is bringing together a small review panel of experts from the drinking water sector (e.g., water utilities, professional organizations, software vendors, consultants, academics) in the Spring of 2018 to assist in developing new research needs and a long term strategy to improve EPA tools to meet the needs of the drinking water sector. The review panel will provide an opportunity to share information regarding the state of the science for water system security and resilience, with the focus on drinking water distribution systems. This presentation will provide an overview of EPA’s security and resilience tools and the preliminary future directions for the tools resulting from the discussions at the panel.

Terranna Haxton, PhD

Terra Haxton received a B.S. (2001) in civil engineering from Rose-Hulman Institute of Technology and a M.S. (2004) and a Ph.D. (2007) in environmental engineering from Vanderbilt University. She is an engineer with the U.S. Environmental Protection Agency, Office of Research and Development, National Homeland Security Research Center. She develops and uses drinking water distribution system modeling and simulation tools to assist water utilities in responding to water contamination incidents within the distribution system. Her current work examines techniques to optimally identify sampling locations to help define the extent of contamination within the distribution system.
