397262 - Evaluation of Reservoir Operation Alterations to Improve Water Supply, Hydropower Generation, and Flood Control Performance of Tarbela Dam

In this study, a modeling framework was created to explore the performance of altered reservoir operations for Tarbela Dam in terms of reliability, resilience, and vulnerability (RRV) for the three objectives of irrigation supply, hydropower generation, and flood control. The improvement in the proposed reservoir operations as compared to the existing operations was evaluated and compared under four scenarios: existing operations(ER) vs proposed operations (PR) under historical climate and demand conditions(H) (H-ER vs. H-PR), existing operations vs proposed operations under future climate and demand conditions(F) (F-ER vs. F-PR). The Water Evaluation and Planning (WEAP) system computer model was used to analyze the performance of the reservoir for the different operations-conditions combinations. The model results show that the proposed operations under historical conditions have increased RRV by 17 %, 67% and 7% for water supply objective, 34%, 346% and 22% for hydropower generation. The flood control reliability has increased by 0.3 %. The proposed operations under future conditions have increased RRV by 7%, 219% and 11% for water supply, 19%, 136% and 13% for hydropower generation. For flood control, the reliability has increased by 2 %, resilience and vulnerability have decreased by 33% and 39% respectively. Although the proposed operations have failed to reduce the water supply and irrigation vulnerability under historical and future conditions and flood control resilience under future conditions, it has provided a way forward for the managers operating Tarbela dam to incorporate a performance measure criteria such as RRV to the multiple objectives for the reservoir operations.
