In the recent years, many metropolitan cities are facing daunting economic problems with the rehabilitation of their water distribution system. With time, the failure rates and leakage in the pipes will increase even with some of the rehabilitation measures and maintenance efforts taking place. Thus, water utilities should consider seeking a variety of short and long-term strategies for water pricing and the system maintenance and rehabilitation to prevent their existing distribution system from deteriorating. The objective of this study was to understand how different management techniques could be implemented for the existing water distribution networks in Las Vegas, Nevada for sustainable management of water infrastructure. Using System Dynamics approach, a simulation model was developed to study the impacts of various management strategies on the distribution network functionality and financial health over a 50-year time horizon. The model considers the interactions among the distribution network sector (existing water network differentiated by materials, age and remaining lifetime under existing condition, frequency of failures and breakage, water leakage and rehabilitation work in the past) and the consumer demand sector (change in water demand due to population growth and change in consumption patterns). The model also allows to explore various financial strategies that will be affordable for customers and will result in financial sustainability for utility. The developed model can be used by various water utilities to analyze long and short-term approaches for sustainable financial and infrastructure management.
