397117 - Real Time Control of Highway Runoff for Water Quality and Spill Response

The Pedemontana Veneta is a 90 KM highway is under construction in northern Italy. It has 250 outfalls located in a highly populated and sensitive environment. Pressure from the populace required that stormwater runoff from this freeway be treated though filtration and that spill response be rapid and decisive. To accomplish this, real time controls are being used to sense variations in water quality which actuate spill response valves to shunt the spill to a containment system. Filtration is accomplished with cartridge media filters. Prior to installation, “normal” water quality parameters were taken to establish an allowable operating envelope. The parameters measured are pH, turbidity, temperature, conductivity, and petroleum hydrocarbons. If runoff parameters exceed the envelope then the spill response is actuated and alarms sent to a central control room for additional response.
The entire roadway is monitored via a custom cloud based program. Data are uploaded to the cloud for viewing in real time as well as SCADA options to operate the valves and check the status on the instruments as well as the operations and maintenance records of the filter system. The program also has learning capabilities to continuously refine the water quality parameters used in decision making. Different algorithms are used for dry weather and wet weather operation as well as seasonal differences in temperature, salinity, etc.
To date about 10 KM of the highway are completed and the system is in full operation at this time. This approach is also being used in shipping ports and airports in different parts of Europe.

Jim is the Chief Technology Officer for Contech Engineered Solutions. He was the technical founder of Stormwater Management Inc which developed the StormFilter®. Jim is a named inventor of multiple US patents in the field of stormwater treatment. He has authored over 50 papers on the subject of water quality and stormwater treatment. Jim is a professional Agricultural and Environmental Engineer with over 30 years of experience. He has served as an adjunct instructor of Civil Engineering at Portland State University where he taught hydraulics and water resources engineering. Jim is an active member of the Water Environment Federation Stormwater Institute, ASCE EWRI, and serves as Chair of the Urban Water Resources Research Council. Jim holds a BS in Plant Sciences, a BS in Agricultural Engineering and MS in Water Resources Engineering. He is a Diplomate of the American Academy of Water Resources Engineers. Most recently he was Technical Chair of the EWRI Operations and Maintenance of Stormwater Control Measures in Denver Colorado.
