The mandate of Kenya’s Water Resource Authority (WRA) is to monitor, assess, and plan for the sustainable use of water resources in the country. As such WRA is tasked with managing the abstraction permits that allow domestic, agricultural, and industrial users to divert water out of Kenya’s rivers or to drill wells for groundwater pumping.

This project is supported by the World Bank’s “Kenya Water Security and Climate Resilience Project” (KWSCRP), which under the “Implementation Support Contract” (ISC) provides technical and institutional assistance to Kenya’s WRA.

Effective water resources management requires consistent monitoring and storage of hydrometeorological observations to assess of the availability of water in individual river basins or sub-basins. Data in such a “Knowledge Base” (KB) can then be utilized to calculate water balances and assess the individual and cumulative impacts of water abstractions on river reaches and groundwater aquifers. Extending such a KB with basin planning models can then provide functionality to not simply assess the current situation but to plan into the future under varying water use and climate change scenarios. Furthermore, extending this “Planning Framework” (PF) into a “Flow Forecast System” (FFS) allows for prediction of water volumes for flood forecasting (days into the future), agricultural support (weeks into the future) and seasonal forecasting for water supply outlook purposes.

This presentation outlines how the ISC team is working with WRA and its stakeholders to implement a national water resources management system (WRMS) that combines the KB, PF, and FFS into a single integrated tool that allows for effective and sustainable management of Kenya’s water supply.
