Wesley W. Horner was a prominent civil engineer specializing in urban hydrology and hydraulics. He was described as one of “the three wise men in the 1930’s hydrology: by Victor Mockus, another prominent engineer of that era. He was President of ASCE (1946) and the Wesley W. Horner Award was instituted in 1968 by the Sanitary Engineering Division (now EWRI) to recognize papers that make valuable contributions to the profession in the disciplines of hydrology, urban drainage, or sewerage.

Highlights of the presentation include:

Mr. Horner’s design of the River Des Peres Drainage Project. This Project was dedicated as a National Historic Civil Engineering Landmark by ASCE on October 27, 1988.

His research and technical papers on the subject of rainfall and runoff. Mr. Horner (along with Mr. F.L. Flynt) was the first engineer to apply hydrograph techniques to storm sewer design. His research has been cited in many subsequent technical papers and research studies.

His work for St. Louis’ Lambert Field which acquired for Mr. Horner a national reputation as an expert in airports and airport drainage. Subsequent projects included Idlewild (JFK) Airport and Washington National (Reagan International). His book “Drainage of Airports” served as a primary source for the design of airport drainage systems for many years.

As an elder statesman, Mr. Horner served on several national boards and committees including the National Resources Planning Commission; chairman of the Engineers’ Joint Council, National Water Policy, and; chairman of a Task Group for the Hoover Commission.
