Since 2006, the City of St. Paul has been required by local watershed agencies to construct stormwater volume reduction Best Management Practices (BMPs) concurrent with City projects that generate or reconstruct impervious surfaces. In 2012, the city started a stormwater monitoring program with the focus on four parameters: evaluating infiltration rate, volume reduction, pollutant removal and BMP maintenance. There are fifteen stormwater BMPs chosen for this program, including underground infiltration systems, rain garden, stormwater ponds, Iron Enhanced Sand Filter Systems, and pervious pavements. These BMPs have been monitored and evaluated on performance to help the City meet its Phase I MS4 Permit monitoring requirements. The presentation will discuss the performance of the BMP’s, life expectancies, benefits and maintenance costs. Along with the outcomes of the program from 2012 to 2017, maintenance challenges and design recommendations for construction of future stormwater BMP projects will be presented.
