395405 - Development of an Effective Hybrid Method to Detect Cyber-Physical Attack on Water Distribution Systems

The cyber-physical attack on a water distribution systems (WDS) is no longer a speculation. The acute dependency of WDS operations and controls on computer and cyber world, make the attack a reality. While the attack can be classified as minor or major and direct or indirect, in every case it disrupts the normal operations of the WDS. Depending on the magnitude of the attack, this disruption can range from minor water loss to closure of the system. Attack can change the entire hydraulics of the system by altering system flow pattern by closing pipes and valves, overflowing tanks, running pumps continuously without any controls etc. The attack not only can affect the hydraulics of the system but also can affect the system water quality due to its changing hydraulics pattern.
Attack characterization and detection are the initial steps before an alert system and countermeasures can be implemented. An attack can leave its signature in the database. Therefore, analyzing the database using any statistical and pattern recognition methods may detect the attack. However, solely pattern recognition and statistical based attack detection methods may not explain the hydraulics and the mechanics involved in the attack. The lack of in-depth knowledge in system hydraulics and control may even result false alarm. Hence, the implementation of system hydraulics and control in the attack detection is important. To characterize and detect the attack successfully, this paper presents a hybrid method which is based on both statistical and pattern recognition method and hydraulics and system controls. The method has been applied to a literature WDS network. The efficiency of the method has been calculated by calculating time-to-detect and number of false alarm or true positive attack.

As a Professional Engineer and Associate Professor in Water Resources Engineering, Dr. Pasha’s work focuses on energy–water nexus. Hydropower resource assessment, water conservation, energy efficiency and conservation, efficient use of water in energy generation and distribution, and above all the development of water resources are his research interests. Dr. Pasha is experienced in quantitative analysis in water resources planning and management. During his sixteen (16) years of research and professional career, he has developed different models and performed quantitative analyses for sustainable decision making in integrated water resources management using statistical methods, numerical techniques, optimization theories, and machine learning approaches. As an Associate Professor Dr. Pasha teaches water resources engineering in Civil Engineering Department at the California State University, Fresno (CSUF).
