This paper aims to show the use of rainfall runoff modeling as an important methodology to optimize investments for flood control in the city of São Paulo.
The city of São Paulo is the largest city in Brazil and one of the five largest cities in the world. However, this megacity has a chronic flood problem that occurs every year, especially during the summer. This huge problem affects millions of people generating great economic and social damages. Due to its limited budget, the investments in flood control must be as effective as possible to bring benefits to the maximum number of people.
In this sense, a methodology was developed for the diagnosis, evaluation and classification of each available works for flood control. The rainfall runoff model SWMM was the fundamental tool for these analyses. The use of the model allowed evaluate different scenarios with different flood control works and in this way it was possible to construct different alternatives to solve the flood impacts in the basin. For each alternative were evaluated its impacts, benefits, costs, number of people benefited and the evaluation of subjective index to estimate the environmental quality. As a result, this methodology consists in an important tool for planning and management of small urban catchments.
To illustrate the use of the methodology, this paper shows its application in the Jaguare Basin located in the west area of São Paulo city.
