Upgrading Imperial Irrigation District’s Water Information System

The Imperial Irrigation District (IID) provides non-potable water, farm drainage, and power services to approximately 580,000 acres in the southeastern portion of California. IID currently uses a water information system (WIS) to organize, validate, display, summarize, and store the water volume data collected throughout their system.
The WIS consists of an oracle database that collects data and uses stored procedures to create reports for five objectives: the Main Canal Decision Support System (MCDSS), the On-Farm Decision Support System (OFDSS), the Water Balance (WB), the IID/MWD Water Conservation Projections, and the Quantification Settlement Agreement Water Accounting System (QSAWAS). This system has several limitations including a lack of concise documentation, consistent organization, automation, cohesion between modules and the ability to track data through the system.
IID is replacing the WIS to more effectively manage data from multiple sources and more easily compute actionable outputs. The staff will be able to run water balance calculations for the entire IID area at any given point in time. The new platform will manage all data in one location and integrate with existing decision support systems. It will also facilitate transparency of calculations and processes, as well as foster better understanding and therefore ownership by IID employees.
This presentation outlines how a team lead by Kisters North America is working with IID to implement its Waster Information System Kisters (WISKI) as platform for the new IID WIS.
