Management problems of water distribution systems involve competing objectives such as minimizing design and operational costs, maximizing reliability, minimizing risks, minimizing deviations from water quantity, pressure, and water quality goals, etc. Such problems are thus inherently of a multi-objective nature. In such problems there is no single optimal solution but a set of compromised solutions which form a Pareto optimal solution set. The inclusion of multiple objectives in optimizing water distribution systems provides an improvement compared to using a single objective, as a broader range of solutions is explored, thus making decisions more realistic. Most of the water distribution networks contain storage tanks or storage units. Storage tanks enable demand management and with that allow flexibility of pump flow rate and assure water supply in case of a system failure. Elevated storage tanks primarily help to smooth peak daily water demands and store water for emergency demands. If located and designed properly, storage tanks can improve the overall network performance, effect reliability, water quality, and reduce operational costs. This study suggest a multi-objective model for the design and operation of water distribution systems where emphasize in the optimization is given to the storage distribution, size, and location. Mutually dependent objectives are utilized: minimization of total cost which includes capital and energy costs, maximization of reliability, pressure control for leakage reduction, and minimization of water age through clustering formations. An optimization model linking EPANET with a genetic algorithm is utilized. The method is demonstrated on a couple of water distribution systems.

Dr. Avi Ostfeld is a Professor at the Faculty of Civil and Environmental Engineering at the Technion – Israel Institute of Technology. Dr. Ostfeld was a Senior Engineer and Project Manager at TAHAL – Consulting Engineers Ltd. in Tel – Aviv from 1997 to 2000; a Research Associate at the Department of Civil Engineering, the University of Arizona, Tucson, AZ, from 1996 to 1997; and a Research Associate at the Technion Water Research Institute from 1994 to 1996. Dr. Ostfeld published 102 manuscripts in refereed professional journals and 115 papers in conference proceedings; is the Editor of four books; the Editor in Chief of the Journal of Water Resources Planning and Management Division of ASCE which is the leading journal worldwide in water resources systems analysis in general, and in water distribution systems optimization in particular, an Editor for the IWA Journal of Water Science and Technology, and Associate Editor for Water Resources Research, Urban Water, and Engineering Optimization. Dr. Ostfeld serves also as the director of the advisory board of Peak Dynamics (Energy Management in Water Systems), member of the advisory board of Visenti (Improving Infrastructure Management); is chairing the Water Distribution Systems Analysis (WDSA) EWRI-ASCE standing committee; and as of February 2013 member of the national interdisciplinary appointed Israeli professional committee on water security.
