394544 - Case studies of drought and precipitation assessment for resilient water infrastructure planning and design

Presently, we are at a critical juncture in human history where the limitations of existing infrastructure can seriously impact environmental sustainability, cities, and humankind. For example, a recent report by the National Academy of Science and National Research Council, recommends that practical approaches to face the elevated risk of climate and hydrologic extremes, both known and unknown, on infrastructure and the environment are essential while continuing scientific investigations to resolve the existing gap in knowledge on the sources and consequences of such extremes. Assessment of resilience of water infrastructure in a changing climate requires knowledge about the past and future changes in precipitation and temperature and their role in changing the hydrologic behavior of the system. While a significant focus has been given to study changing climate at regional and larger scales, hydrologic variables of interest such as soil moisture, evapotranspiration changes at finer spatial and temporal scales and relating to various water management issues such as floods and drought provide the opportunity toward building resilient infrastructure. We present a few case studies of drought and extreme precipitation assessment using climate model-hydrology model combination as well as some novel soil moisture-based framework across various scales. We evaluate both historic and future climate extremes and distinct geographical areas of relevance for policy analysis so that managers and public are better prepared for anticipating and protecting the infrastructure and property.
