394226 - Planning Stormwater Management Across Jurisdictional Lines: An Urban Watershed Approach

The 1NE Watershed drains 2,000-acres of northeast Minneapolis, MN into the Mississippi River. The watershed is comprised of typical mixed urban development, with a large park, golf course and railyard lying in its center. The 1NE Watershed faces numerous urban stormwater challenges, with multiple residential flooding locations, combined sewer overflow connections and a lack of water quality treatment. Various agencies have commissioned studies over the years to characterize and propose solutions for the issues in the 1NE Watershed. Given the complexities of the system and limitations of each agency acting alone, little progress has been made.
The Mississippi Watershed Management Organization (MWMO) is a local governmental unit that works to protect and improve water and habitat in an area that includes the 1NE Watershed. The MWMO partnered with the City of Minneapolis, Minneapolis Park and Recreation Board and SRF Consulting Group to perform a watershed-scale urban stormwater planning effort. This unique effort looked across jurisdictional and property boundaries to advance solutions that increase flood resiliency, reduce pollutant loading to the Mississippi River and improve ecological function within the 1NE Watershed.
The focus of this presentation is on the technical process of identifying watershed-wide and localized solutions that reduce flood impacts, improve water quality, and enhance ecological habitats and connections. Our team worked with several recently-developed watershed-scale urban stormwater models, including XP-SWMM and P8, to analyze multiple BMP options that were developed closely with the project partners. We will present the process used to screen the potential BMP options, ranging from green infrastructure to regional treatment, and ultimately narrow the focus of the project to one preferred alternative. We will include a summary of the ‘lessons-learned’, highlighting the pros and cons of this multi-agency partnership and its role in overcoming historic hurdles to improving stormwater management in the 1NE Watershed.
