The development and utilization of land in the course of urban development contributes to increasing risks of flood disasters. Low impact development (LID) practices can alleviate urban flood risks; however, determining the design parameters of LID practices requires extensive testing using models and experiments. This paper proposes an approach to auto-calculating and optimizing the design parameters of LID practices to mitigate flood risks in urban areas. The rainfall-runoff model, constructed based on the stormwater management model (SWMM), of a residential district in China is auto-calibrated according to 12 observed rainfall and runoff events using model-independent parameter estimation (PEST) and is validated using 25 observed events. The parameters of LID practices are auto-calculated using PEST based on the calibrated model and the expected runoff process. To validate the proposed approach, four expected runoff processes based on different control objectives are developed. The study illustrates that (i) the proposed approach can auto-optimize flood control strategies based on the existing situation of land use, (ii) that the design parameters of LID practices are auto-calculated, and that the simulated runoff processes are in a nearly perfect agreement with the expected runoff processes, (iii) that this approach can auto-optimize any specific parameters of the SWMM, and (iv) a new method to verify whether the designed runoff process is rational. The proposed approach facilitates decision making for reducing the risks of urban flooding.
