Sustainable urban water design has received attention from researchers with different backgrounds, including urban stormwater managers and sustainability experts, recently. On one hand, stormwater managers have been analyzing ways to achieve urban hydrologic goals through implementation of recent environmentally-friendly approaches, e.g. Low Impact Developments (LIDs) – without quantifying the life cycle environmental impacts of the infrastructure through the ISO Life Cycle Assessment (LCA) method. On the other hand, sustainability experts have been applying the LCA to study the life cycle impacts of water infrastructure – without considering the important hydrologic aspects through hydrologic and hydraulic (H&H) analysis. In fact, defining proper system elements and boundary for a watershed scale urban water sustainability study requires both H&H and LCA specialties, which reveals the necessity of performing an integrated, interdisciplinary study. Therefore, the present study developed a watershed scale coupled H&H-LCA framework to bring the hydrology and sustainability expertise together to contribute moving the current vague definition of sustainable hydrologic design towards onto a globally standard concept. The proposed framework was employed to study stormwater control infrastructure in San Diego, CA.
