382096 - A Real-time, Web-based Flood Information System for the Big Sioux River

The Big Sioux River Basin in eastern South Dakota has historically experienced repeated flooding. A major flood in the lower part of the basin in 2014 revealed the lack of understanding of how this area behaves hydrologically and hydraulically during flood events. A decision support system (DSS) is being developed in the Big Sioux River Basin for state and local decision makers to help predict the severity of flood events under a range of climatic events and to implement appropriate defenses to mitigate the impacts to life and property in extreme events.

The DSS will allow decision makers to predict river elevations and flood inundation under a range of stream flows and user-defined topographic conditions at critical conveyance points in the watershed. The DSS will consist of a web application that receives real-time and forecasted flow and weather data from USGS and NWS web services as well as real-time and forecasted results from climate, hydrologic and hydraulic models. The application will allow the user to introduce variables such as new levees, raised roads, or breached structures. The DSS will simulate river system behavior and create and display inundation maps in real-time, with discharge boundary conditions. The HEC-RAS model will be executed in real time by routing the forecasted inflow hydrographs through the system and displaying the resulting inundation maps immediately after they are computed. Information such as peak depth of inundation and peak velocity will be available to decision makers anywhere within the inundated area to facilitate emergency management activities.
