380763 - Performance of Permeable Paver Streets and Lessons Learned

Permeable pavers have been in use in the Midwestern U.S. for roughly fifteen years. As their use becomes more widespread, and agencies are increasingly requiring the use of Best Management Practices (BMPs) for storm water, many designers with little or no experience in permeable pavements are forced to include them into their plans. The storm water benefits of permeable pavements are well known, but designers must not forget that, first and foremost, permeable pavement is still pavement and must stand up to traffic loading.

The majority of installations to date are in parking lots, and have been, by and large, very successful. Building on the success of those projects, a few municipalities have adapted them for use on streets, which carry a much higher (and faster) traffic load. These projects have seen varying degrees of success, and have faced some unanticipated challenges that were not prevalent in their parking lot counterparts.

The presenter has specific, hands on experience with the use of permeable pavers in both parking lot/alley and street projects, and will speak to the challenges seen in relation to construction, function, and maintenance. A case study will be presented, which focuses on the challenges seen on Carpenter Street, which is a permeable paver street in Illinois. Attempted remedial measures will be described in detail, with a discussion of their cost and effectiveness. Suggested design considerations for alleviating some of these issues on future projects will also be discussed.
