Navigation and hydropower define the physical and ecological character of the Mississippi River in the heart of the Twin Cities today, but a major change is looming. Congress closed the Upper St. Anthony Falls Lock to navigation effective June 10, 2015. As a result, the next two locks and dams downstream no longer serve commercial tow boats, and the U.S. Army Corps is considering what its role with each is if any. In his presentation, Dr. John O. Anfinson will examine fascinating history of navigation and hydropower in the Twin Cities and how various interests are now imagining a new relationship to the river here.
