378045 - Urbanization and Water Security: Groundwater infiltration and water costs in a peri-urban area of Mexico City

The Valley of Mexico aquifer supplies 51% of Mexico City water needs. However, in recent years excessive groundwater pumping combined with artificial drainage of the basin have led to massive overdraft and subsidence, threatening the main water source for this metropolitan area. Urbanization, particularly in the peri-urban districts with the most remaining natural land cover, has increased water demand while also reducing infiltration to the aquifer. Stormwater infiltration projects are often touted as a possible solution, and would provide secondary benefits such as reducing local flooding and improving surface water quality. This study explores the tradeoff between urban development of peri-urban areas and sustainable groundwater management, focusing on the case study of the Mexico City Aquifer in the Tlalpan Delegation, an important area for groundwater recharge in the region. A MODFLOW simulation model for the aquifer was developed and used in the formulation of a multi-objective optimization problem which includes future climate scenarios, land use trends, economic and institutional viability of infiltration measures, and groundwater infiltration. The two key research questions addressed are: 1) What are the groundwater trends in the Tlalpan Delegation of the larger Valley of Mexico basin, and how do they relate to land use trends associated with urbanization? 2) How do stormwater infiltration strategies impact groundwater flows and influence associated costs (e.g. energy costs and flood damages), and what policy decisions will optimize these metrics?
