Mr. Mears is a principal engineer and scientist with more than 40 years of coastal planning, engineering, permitting, design, and construction experience. Formerly with USACE Mobile District as their Navigation Manager, Mr. Mears manages coastal and marine projects across the Gulf Coast from Texas to Florida, and is a regional, national, and international habitat restoration expert, lending his practical expertise to the design process as he manages various programs.
Mr. Mears is the engineering design manager for the Hancock County Living Shoreline Project in Mississippi and played a critical role in permitting, regulatory, and client interface. He is the project manager on the State’s Restoring Living Shoreline and Reefs in Mississippi Estuaries projects. Mr. Mears is a technical advisor to private coastal clients, State and Federal agencies, and the International Committed for Nature Based Coastal Resilience Design and Construction design guidance; is a guest lecturer at the Texas A&M Dredging Short Course and is invited to support the Gulf of Mexico Program and Alliance committees. Mr. Mears has been a leader in the habitat restoration and coastal resilience efforts associated with the Ports of Houston, Mobile, Pascagoula, Gulfport and Lake Charles over the last 20 years.
