F-1 - Medicaid Specialty Rates for Behavioral Health

State Medicaid programs are increasingly turning to nursing centers to help care for more complex patient populations. In this session, attendees will learn how two states, with different Medicaid delivery systems—fee for service and managed care, have structured specialty rates for Medicaid residents with behavioral health needs. They will then hear the perspective of a provider about clinical and operating considerations.

Doug Farmer, MPA

Colorado Health Care Association & Center for Assisted Living

Doug Farmer is President and CEO of the Colorado Health Care Association (CHCA). The Association represents the nursing home and assisted living professions through education and advocacy. Prior to his time at CHCA, Doug served in numerous roles in Kansas state government. He began his career as an analyst in the Governor’s budget office and moved on to serve as Assistant Secretary on Aging; Deputy Secretary of Health and Environment, Chief of Staff to the Attorney General of Kansas, and Deputy Director of the Kansas Health Policy Authority. After leaving state government, Doug served as the Vice President for Policy with the Sunflower Foundation where he worked on public policy matters related to health care, and trained nonprofit executives in public policy advocacy. Doug earned a Master of Public Administration from James Madison University and a BA in Political Science from the University of California at Davis.

Larry Litman

Healthcare Systems & Services

Larry Litman is President of Health Care Systems & Services, based in Phoenix, Arizona. Health Care Systems & Services has been in business for 28 years, focusing on the financial aspects of Skilled Nursing, Hospice and Home Health Organizations. His Company works with a very diverse group of Skilled Nursing Facilities including Traditional, Medicare only, High end Medical, Specialy vent, trach, dialysis, and behavioral. Larry has been fortunate to establish monthly financial services in and out of Arizona which has allowed him to see differences in how States handle their Medicaid Programs. Larry works very closely with the Arizona Healthcare Association and AHCCCS (AZ Medicaid System) on behalf of the Arizona Members. He has been actively involved in the annual preparation of the bed tax program, development of the annual Uniform Accounting Report, and the State wage survey.

Tami Kendall, BS in business administration

Tami Kendall graduated with a Bachelor of Science degree in Business Administration. She has worked in the Healthcare Industry for 23 years. Her experience began in Skilled Nursing Facilities as a Certified Nursing Assistant. She spent 13 years working where she held the positions of Restorative Supervisor, Activity Director, Admissions Director, Regional Director of Admissions, and Resident Services DIrector before becoming a Licensed Nursing Home Administrator in 2008. Tami has always and prefers to work with/for those individuals with drug and alcohol addictions, trauma, brain injury, neurological disorders, chronic mental illness, and other behavioral health needs.

In addition, Tami has worked collaboratively with the Colorado Department of Health Care Policy and Finance on the Pay for Performance Supplemental Program as well as the Behavior Add On Supplemental Program. Tami was one of four individuals that created the intial application and inclusion criteria for the Colorado Behavior Add On Program. Tami was also honored as the Administrator of the Year in 2010 by the Colorado Healthcare Association.
