CMS reform of requirements of participation for nursing homes implements trauma-informed care requirements in November 2019. The path to providing effective trauma-informed care can be confusing and considered complex. This session will outline what trauma-informed care is and best practices for providing trauma-informed care through knowing each person and engaging the resident, staff, family and other care partners. A panel will conclude the session with questions and discussion from the audience.

Sara Rudow, MPA, has worked for over ten years on policy analysis and implementation to support the delivery of high quality health care and social services to vulnerable populations. As AHCA’s Director of Regulatory Services, Sara works closely with colleagues, members, and other partners to share information, develop resources, and provide advocacy on critical regulatory issues facing nursing centers. Prior to coming to AHCA, Sara led projects analyzing federal health care programs serving the elderly, disabled, and economically vulnerable and provided technical assistance to federal grantees. She also worked as an analyst at the US Government Accountability Office, reviewing and providing recommendations to improve the implementation of federal health care programs. Rooted in her early experiences as a case worker in a residential treatment center for young people with multiple disabilities, Sara is committed to bringing the voices of care providers into the policymaking process.

Holly Harmon, RN, MBA, LNHA, FACHCA

Holly Harmon, RN, MBA, LNHA, FACHCA brings both passion and a wealth of practical, real-world, clinical and operational experience to her role as Associate Vice President, Quality & Clinical Affairs at AHCA. Her extensive service in a wide array of settings including post-acute care, long term care, residential care, assisted living, independent living, a psychiatric hospital and occupational health have provided her with insights, knowledge, skills and innovative ideas which she exuberantly shares with others.

In addition to her vast clinical experience, Ms. Harmon has put her dynamic energy into leading the statewide Maine Culture Change Coalition/LANE as President, the Maine Partnership to Improve Dementia Care in Nursing Homes as Co-Chair, Vice-President of American College of Health Care Administrators, Maine Chapter and the Maine LANE Co-Convener for the national Advancing Excellence in America’s Nursing Homes Campaign. She also served as the Director of Quality Improvement & Regulatory Affairs at the Maine Health Care Association.

She puts her boundless energy and warm and energetic personality into training, education and presenting both, nationally and locally. She has made simplifying the complex world of long term and post-acute care policy and practice an art.

Kathleen Libao-Laygo, BSN, RN

Kathleen Libao-Laygo, BSN, RN, has 16 years of nursing and healthcare quality experience prior to filling her current role as Director of Quality and Regulatory Affairs, which now also encompasses Education, at the Healthcare Association of Hawaii. Her vast and diverse nursing experience includes home health, behavioral health, long-term acute care, risk management, and systems and performance/ quality improvement across the continuum of care. She is Hawaii’s LANE Co-Convener for the national Advancing Excellence in America’s Nursing Homes Campaign, and a member of the Allied Associate of Quality for the American Hospital Association. She is also project director for the Premier Hospital Improvement Innovation Network (HIIN) in Hawaii, CMS’ third iteration of the Partnership for Patients, a national quality initiative for hospitals. She is a member of Hawaii’s Healthcare-Associated Infection (HAI) Steering and Advisory Committees, and the Hawaii Antimicrobial Stewardship Collaboratives for Long-Term Care and Hospitals. She also serves on the Advancing Progression In Nursing Employer Council with the Hawaii State Center for Nursing. Prior to joining the Healthcare Association of Hawaii, Kathleen was the Corporate Director of Quality for the Hawaii Health Systems Corporation, the nation’s 4th largest public hospital system, inclusive of acute care facilities, critical access hospitals, and long-term care. She has also worked for WellStar Health System in Georgia, APS Healthcare, and the State of Hawaii’s Adult and Child & Adolescent Mental Health Divisions. Her passion and commitment throughout her entire career is to improve the quality of care and reduce harm for everyone who enters the complex healthcare system.

Annette C. Wenzler, RN,MBA, LNHA

Annette Craig Wenzler, MBA, BSN, LNHA has been involved in long term care since the early 90's. She has had a well-rounded and successful career serving in a variety of roles including -Director of Nursing, Nurse Consultant, and Vice President of Clinical Services. She is currently one of three Chief Nurse Executive for the Hometown Segment of Signature Healthcare in Louisville, KY. Annette graduated from nursing school with her BSN from Union University, Jackson, Tennessee and later obtained her Master’s in Business Administration with a focus in healthcare from the University of Miami. Annette began her nursing career in the acute-care setting and grew her career path by serving as the Director of Emergency Service and then as Director of Cardiac Progress Care. Among her many accomplishments, she worked with others to develop an out-of-the box clinical management process for the units and floors contained within cardiac services. Annette also participated in the development of an internal nursing agency to assist with staffing needs. Creating change through a person-centered direction is her passion and she has been pursuing it since the mid-2000’s. Annette is a Certified Eden Associate and has presented multiple education sessions and training events within her organization and with Pioneer Network and EDEN Alternative.
