Mark Regan, Managing Partner, Hooper Lundy and Bookman, P.C., Bill Wilson, Partner, Wilson Getty LLP, and James Seagroves, Partner, Reed Smith LLP, will provide an overview of arbitration best practices as well as discuss key points of the Aon professional liability study. They will also introduce an Arbitration One Sheet for use during the admissions process.

9:45am – 11:00am – Payment Policy Pressures and How They Influence Partnerships
This session will focus on changes in hospital and physician payment systems which are impacting hospital and physician provider behavior with SNF providers and will include highlights on the impacts of resource use and the outlook for future hospital and physician payment system changes and likely impacts on SNF providers. Leading the discussion will be Alex Bardakh, Director, Public Policy and Advocacy at AMDA-The Society for Post-Acute and Long-Term Care Medicine and Rochelle Archuleta, Policy Director, American Hospital Association.
Discussion topics will focus on:
1. How relationships with SNF providers changed due to payment system changes, SNF referral patterns, occupancy, and length of stay
2. The top five “must dos” as a SNF to be the best partner to hospitals and physicians
3. The issues that will become increasingly important in terms of SNF partnerships

Fred P. Benjamin, FACHE

Mr. Benjamin has served as the Company's Chief Operating Officer since May, 2009. His 30-year career includes senior management roles in skilled and sub-acute care, hospitals and other for-profit and not-for-profit ventures. Medicalodges, Inc. is a regional provider of skilled care, assisted living, home care and services to individuals with intellectual and developmental disabilities, operating at more than 30 locations in Kansas, Missouri and Oklahoma.
He was the Founder and served as Chief Executive Officer and Board Member of Boulevard Healthcare, a $90 million investor-funded, skilled-care, sub-acute and rehab provider with 13 facilities, 2200 beds and including management company, therapy and rehabilitation services, where he implemented a unique, sub-acute and complex medical care vision, utilizing clinical units in skilled facilities to partner with physicians and hospitals.

Mr. Benjamin was elected a Fellow of the Institute of Medicine of Chicago. He is also a Fellow of the American College of Healthcare Executives (FACHE). He was appointed by successive Governors of the State of Illinois to serve as Chairman of the Illinois Health Facilities Planning Board and appointed by Illinois Attorney General to serve on his Nursing Home Advisory Committee. He has served on the Boards of many healthcare organizations. He currently serves as Chairman of the Board of the Kansas Health Care Association, the leading provider advocacy group for seniors in Kansas. In 2013, on behalf of the American Health Care Association, he testified before the US House of Representatives and the Senate Judiciary Committee on Immigration Reform. He also serves on the Board of Directors of Sunflower State Health Plan.

Alex Bardakh, MPP, PLC, serves as the Director of Public Policy and Advocacy at The Society for Post-Acute and Long-Term Care Medicine (AMDA). In this role, he is responsible for implementing the extensive legislative and regulatory policy agenda for the association.

Rochelle Archuleta, MSHA MBA

American Hospital Association

Rochelle is the Policy Director for the American Hospital Association, focusing on post-acute care issues. She works with hospitals nationwide, the Congress, the Administration, and other stakeholders to develop and advocate for AHA members’ policy priorities. Prior to joining the AHA in 2002, Ms. Archuleta served as the David Winston Health Policy Fellow with the U.S. House of Representatives Ways & Means Health Subcommittee. She also provided policy and operations leadership for the Baptist Health System of Alabama, Kaiser Permanente in the Denver marketplace, and Valley-Wide Health Services in Colorado. In addition, Ms. Archuleta worked as a policy analyst for the Colorado State Legislature. A Colorado native, Ms. Archuleta earned Master’s Degrees in Health Administration and Business Administration from the University of Alabama at Birmingham. She also has a Bachelor’s Degree in Political Science from the University of Colorado at Boulder.

Ms. Archuleta is a Board Member of Unity Health Care, a network of 29 community health centers located throughout Washington DC, which provides comprehensive primary healthcare services to uninsured and under-insured individuals.
