Jill Stark has 15 years of experience as a Transportation Planner with the Federal Highway Administration. At the Office of Planning in Headquarters, she provides technical assistance and guidance to 9 States throughout the Country. Ms. Stark holds a Bachelor’s degree in Liberal Arts from the University of Kansas. She holds Master’s degrees in both Public Policy and Information Systems from Carnegie Mellon University. She also holds a Master’s Certificate from the Natural Resources Leadership Institute at North Carolina University.
