The majority of people prefer to remain in their homes for as long as possible and in 2014 AARP and the National Alliance for Caregiving estimated that 43.5 million adults were caregivers to an adult or child to help achieve this goal. However, caregiving results in huge financial, personal, emotional, and physical burdens on the caregiver. In order to alleviate caregiver stress, many families are now hiring home health aides and companions to help deliver care. In addition, relationships between academia, primary care health delivery systems, and community-based organizations (including long-term services and supports), must be developed, implemented, and maintained to educate and train a skilled workforce, including caregivers, to care for older adults. Major gaps in workforce development have been identified in education and training, recruitment and retention, use of technology, financing and cost, care coordination and care management, and translation and implementation of effective care. Therefore, it is essential that a competent workforce be developed that consists of individuals, families, caregivers, the direct care workforce, health professionals, and other public sectors such as, but not limited, to housing, transportation, technology, the legal system, and finance. This session focuses on workforce and caregiving challenges and the use of community health workers, direct care workers, caregivers, and healthcare providers to meet these needs and challenges.

Senior Advisor
Health Resources and Services Administration

Joan Weiss, PhD, RN, CRNP, FAAN is an adult and gerontological nurse practitioner who serves as the Senior Advisor in the Division of Medicine and Dentistry (DMD) at the Health Resources and Services Administration (HRSA). She is the primary advisor to the Director on geriatrics-related issues and all phases of management responsibilities for the DMD. Her experience in interprofessional practice and education spans 30 years. She is the Designated Federal Official for the Federal Advisory Committee on Interdisciplinary Community-Based Linkages. She is the HRSA representative on the U.S. Department of Health and Human Services’ (HSS) Advisory Council on Alzheimer’s Disease Research, Care, and Services, and HHS interagency workgroups on palliative care, elder justice, and caregiving. She advises on the development of performance measures for HRSA’s geriatrics education programs. She has served in many leadership positions at HRSA including Director of the Division of Public Health and Interdisciplinary Education and Acting Director of the Division of Nursing. She is the recipient of the 2015 Secretary’s Meritorious Group Award, the 2011 University of Pennsylvania School of Nursing Outstanding Nursing Alumni Award and numerous Public Health Service awards. She was inducted as a Fellow into the American Academy of Nursing in 2013.

Kate Crary currently serves as a Project Director with the Center on Aging and Community Living and the Institute for Health Policy and Practice at UNH. Kate has worked on many programs with the Department of Health and Human Services in NH, and is a certified Long Term Care Ombudsman. Kate has delivered person-centered trainings to various healthcare settings, nursing facilities, governmental agencies, and private groups across New Hampshire. Kate has experience in care transitions, systems design, policy development, and acute care quality improvement. Kate has also been a personal caregiver to multiple family members, and seeks to support helping professionals provide higher quality, more person-centered care in a meaningful and practical manner.

Jonathan J. Suen, AuD

PhD Student
Johns Hopkins University School of Nursing

Jonathan J. Suen, AuD, is a PhD student at the Johns Hopkins School of Nursing. He is an audiologist and research fellow on Dr. Frank Lin’s team at the Johns Hopkins University Cochlear Center for Hearing and Public Health. He joins the research team with clinical experiences in adult aural rehabilitation. He earned his Doctorate of Audiology from Gallaudet University where he was also an instructor for the Peer Mentor Training Program, a paraprofessional workforce development initiative aiming to prepare liaisons between client demographics and clinicans. He is interested in investigating innovative approaches for accessible and affordable models of hearing loss care for older adults in an aging society.

Barbara Selter, BA, AMLS, MSTM

Vice President, Health Services, National Lead Long Term Services and Supports Market

As Vice President and national lead for the Long Term Services and Supports market at MAXIMUS, Ms. Selter brings more than 30 years of experience in the design, development, and implementation of health programs for a variety of state and federal agencies. She has focused on the use of technology and process re-design to optimize health and human service delivery. Ms. Selter has designed and implemented e-health, Electronic Benefits Transfer (EBT), electronic commerce/commercial payment, identity authentication, mobile phone, and smart card solutions to enhance delivery of government services to low-income populations.
Recently Ms. Selter has concentrated on the area of Long Term Services and Supports, using technology and business process management tools to gain efficiencies in the administration of Medicaid waiver programs, Medicare-Medicaid Eligibles Demonstrations, and Home and Community-Based Services. She is performing research on the use of telecare and telemedicine to enable senior populations in underserved rural areas to age in place safely and achieve better health outcomes.Ms. Selter has worked with a variety of technology platforms, including Internet-, mobile phone, and smart card-based health applications. Her experience in this area includes work with Western Governors’ Association Health Passport Project, the Medicaid Program, the WIC Program, the Veterans Administration, and the General Services Administration (GSA). Additionally, Ms. Selter has worked with the E-Health Initiative on its e-Health Blueprint, and served as a member of the Engaging Consumers work group.

Lisa Swaim, BA, ADN

Though she started out in lactation consulting and became a nurse in Pediatric Intensive Care, Lisa has been an Adult and Geriatric RN Care Manager for the past 10 years. She found she has a soft spot for the elderly, and likes nothing more than helping her patients become confident, effective managers of their own health in their own home. In her free time Lisa enjoys hiking, reading, and playing with her dogs.
