(57) Waste and Economies of Recycling in India

India’s Prime Minister, Narendra Modi, declared he will clean the country of its waste – liquid and solid -- by Gandhi’s birthday in 2019. What might be the ramifications of this immense clean-up project for the country’s human and physical landscape? This panel investigates disposal practices, waste collection, recycling and sanitation in modern India. The panel covers a range of studies that tackle how garbage is moved along complex waste-chain, in which “waste” may be seen as resource, a risk and a commodity. The panel analyzes the experiences of waste-pickers on dumpsites, and explores various other public spaces where waste (toxic and non-toxic) is routinely found. In addition, the panel addresses the wider evolving structures, policies and actors (state and civil society) that shape and direct waste management in India. Papers consider the continuing experiments with “privatized” waste collection and recycling, and the implications such projects have on the informal sector. This discussion leads to questions of economic and social marginalization, public health, “cultural rights” and entitlements, and models of development. If waste is both a “problem” and an “opportunity”, it also offers a prism through which to examine concerns about structural violence and state-society relations in 21st-century Asia.
