33 - Waste and Government Policy: Experiences and Evidence from the Ground

In recent years, waste has been in the policy limelight in India through initiatives such as Swach Bharat Abhiyan and Smart Cities Mission. Yet, in urban/rural India, waste is not about successful policy alone. First, effective waste management requires an integration of multiple stakeholders across formal and informal waste chains and a close understanding of their linkages. The redundancy of waste-related policies is often the consequence of a failure to recognize these linkages. Second, the lack of delineation of responsibilities across different stakeholders could make the waste chain worse off as a whole. Households are one such set of neglected stakeholders without whose participation, waste policies are bound to fail. For instance, urban households have the responsibility of segregation of dry and wet forms of solid waste at source. Yet, waste collectors remain straddled with the problem of mixed waste and manual separation. Third, moving beyond central/state governments, private funders and NGOs are increasingly playing a role in waste. This is especially the case in improving sanitation awareness and coverage among urban/rural households and reducing open defecation, with the government in a facilitating role. Fourth, macro-policies not dealing directly with waste can have unexpected effects on the waste chains. During demonetization, for instance, the informal waste chains were severely constrained by this external shock, with cash shortages leading to internal tussles between informal capital and labor. This panel seeks to pool together academic researchers and field practitioners to discuss these contemporary challenges of waste management in India.
