105 - Land Acquisitions in China and India: Protest, Repression, Inclusive and Sustainable Development

In both India and China, land acquisitions are a contentious action that has been a constant source of social conflicts. The panel assembles scholars from North America, India and China to examine the issue of land acquisitions from the perspectives of protest, repression, inclusive and sustainable development. Xuefei Ren from Michigan State University compares how the subnational states partake in land acquisition in the Wukan protest in China and the Singur protest in West Bengal. She argues that the scales of subnational government’s participation in these actions shape the spatiality and strategies of rural protests. Lynette Ong from the University of Toronto examines how local governments in China regularly deploy third-party violence to evict homeowners, expropriate land from farmers and deal with petitioners when they take their land-related grievances to the central government. Third-party violence is effective and efficient in expropriating farmland and evicting residents, and it allows the state to evade responsibility at the same time. However, it may run the risk of backfiring from the society and impose a cost on state legitimacy. Yinghong Huang from Sun Yat-sen University examines why land acquisitions often fail to result in inclusive development. Instead, violent suppression becomes commonplace when the states clash with the societies. Ray and Ghosh from the Government of India, study the issues of land management from the perspectives of efficiency, equity and overall sustainable development. Taken together, these papers address the core issues that lie at the heart of land acquisitions in these two countries.
