57 - Trends and Issues in the International Mobility of Nurses and Care Workers in Asia-Pacific Region

Compared to other sectors, jobs in health care have emerged to be one of the most popular occupations for migrant workers, largely driven by strong labor demand due to population aging and commercialization of nursing and care, not only in the traditional high-income destinations but also in middle-income economies. In this panel, we examine the various strategies that (potential) emigrants from Asian sending countries have adopted in different stages of their labor migration process (training and education, recruitment, employment, and retention) in response to the unpredictable and largely demand-led global labor market for nurses and care workers, and show how their accommodating behavior has contributed in shaping the current domestic labor markets in the host destinations. The presentations from Oda and Tsujita will look at the case of India-educated nurses, particularly on the migration patterns and characteristics of nurse migrants from Tamil-Nadu (Oda) and Indian migrants in Singapore (Tsujita). On the other hand, Carlos will focus on Philippine-educated nurses and explore their stepwise international migration from two dimensions, locational and job preferences. Finally, Garces-Ozanne and Adhikari will look at the international migration of nurses and careworkers from the perspective of destination countries, specifically New Zealand, Australia, and UK.
