2 - Work, Technology and Skills: Exploring the dynamics of the Automobile Industry in the National Capital Region

The processes by which spaces are produced, reproduced and reconfigured, according to Harvey (2001) have always been central to the understanding of the political economy of Capitalism. The resolution (albeit temporary) of the inherent contradictions of Capitalism necessitates what he terms ‘a spatial fix’ to the same. The emergence of Global Value Chains in the post Fordist era needs to be located within this broader logic of ‘spatial fix’ with various aspects such as choice of node location, rent creation, technology employed, shifts etc. in GVCs determined by the aforementioned dynamics. Resultant shifts in technology, management practices, economic structure and the integrated nature of global market, in turn, create very specific  labour market outcomes. ‘Skill’ is one such objective characteristic determined by labour-capital interactions in a specific spatial context.
The objective of this paper is to map out the modalities of such skill formation taking place amongst the workers employed in the automobile sector of the National Capital Region of India. Based on data collected from a field survey of 150 workers from five different factories along the vertical production chain of the industry, shifts in the organisational structure of production are explored by examining the changing relationship of the nature of work itself and its links to institutional structures as well as the lived experience of work i.e.  how dynamic changes in production structures are producing altogether new organisational principles of labour.
