1 - Understanding Informality and Precarity in Workplace relations: From a China-India Lens

Informality is a term used frequently, having come to be associated with shifting work patterns and dynamism in labour relations at the global level.From permanent employment to different employment categories - contract-based, non-standard, temporary, seasonal, casual work and so on - the classifications of work and workplace relations have been subsumed under the broad umbrella of Informal, though not often with neat distinctions. Changes in work conditions under Informality also impacts wage arrangements, social security entitlements/benefits, and workplace associations. Precarity is a term coterminus with Informality, identifying the operation of ‘flexibility’ in labour relations, segmented categorization of the working class and the possible associated vulnerabilities.


The phenomena of Informality and Precarity has come to be significantly situated in the developing countries, especially China and India, where transformation in the economy and market-oriented growth strategies has been accompanied by destatification, or a reduction of the state’s direct regulatory role from the labour arena. Adopting a comparative approach between both the countries, this paper seeks to flesh out the divergences in state-labour relations, thus re-reading the ‘assumed parallels’ on Informality.


Based on fieldwork conducted for a comparative research project in Mumbai and Wenzhou in leather-based manufacturing centres, the paper investigates the differences in the formulation and operation of Informality. Analyzing the nature of workspaces, the modes of labour-management interface, and points of vulnerabilities, the paper tries to co-locate state and labour – on one hand, the state’s role in regulating or autonomizing labour relations, and on the other, the resiliences of the workers.
