In February 1945, the Big Three signed the Yalta Agreement, in which the post-war position of the Kwantung Leased Territory was determined, the commercial port of Dalian was to be internationalized under Soviet protection and Port Arthur would be leased to the Soviet navy. With Japan declaring unconditional surrender in August 1945, the Soviet Army immediately occupied Dalian, started its military administration, and secretly assisted the Chinese Communist Party to develop their political organizations and strengthen their social influence in this place.


The establishment of a Communist propaganda system was an important step for both the Soviet Union and the Chinese Communist Party toward gaining effective control of Dalian. In their 40 years of colonial administration, the Japanese had developed an effective media system in Dalian. By taking over this Japanese legacy and remolding it along Communist lines, the Soviet Union and the Chinese Communist Party established their own propaganda system in Dalian. On the one hand this facilitated swift decolonization, and on the other hand contributed toward the creation of a Communist social atmosphere, which played a vital role in crushing Guomindang’s attempts to take over Dalian with the support of the United States. More importantly, through this propaganda system, the Chinese Communist Party strengthened its mechanism for social mobilization enabling its administrative networks to function at the grassroots level. Thus it outmaneuvered Guomindang in the political and military campaigns to seize Manchuria, which critically tipped the balance in the later stage of the Chinese Civil War.
