Panelists discuss “One Belt, One Road”, China’s initiative to seek closer economic and political cooperation with Eurasia and Africa, and how it will alter the landscape of international exchanges.

Professor Horace H.S. Ip is the Vice-President of Student Affairs, Chair Professor of Computer Science and the founding director of the AIMtech Centre (Centre for Innovative Applications of Internet and Multimedia Technologies) at City University of Hong Kong. He graduated from University College London (UCL), UK, with a BSc (Hons) 1st Class Honours and PhD degrees. He had served as the Head of the Department of Computer Science; Dean of the School of Creative Media; and Vice-President for Research & Technology.

Professor Ip is actively involved in the promotion of Information Technology in teaching and learning; quality education and professional certification for Information Technology professionals. He served on the Steering Committee of the Hong Kong SAR Government Quality Education Fund (QEF) and chaired its Dissemination and Promotion Subcommittee from 2005-2011. Prof. Ip also chaired the Assessment Panel on IT in Education of the Hong Kong SAR Government Chief Executive Teaching Excellent (CEATE) Awards in 2011, and served as the chairperson of the Assessment Working Group for the CEATE Award since 2012.

His research interests include pattern recognition and virtual reality learning environments. His research and innovations in these areas have won him numerous regional and international awards, including a Gold Medal from the Salon International Des Inventions, Geneva; Prix Ars Electronica, Austria; a Gold Award for the 16th National Exhibition of Inventions, People’s Republic of China; and the Asia-Pacific Information and Communications Technology Award. In 2007, Professor Ip was recognized as one of world's distinguished innovators by the TIME magazine. He has published over 300 papers in international journals and conference proceedings.

Joshua Ka-ho Mok

Vice-President and Lam Man Tsan Chair Professor of Comparative Policy
Lingnan University (Hong Kong)

Professor Joshua Mok Ka-ho is the Vice-President and concurrently Lam Man Tsan Chair Professor of Comparative Policy of Lingnan University. Before joining Lingnan, he was the Vice President (Research and Development) and Chair Professor of Comparative Policy of The Hong Kong Institute of Education, and the Associate Dean and Professor of Social Policy, Faculty of Social Sciences of The University of Hong Kong. Prior to this, Professor Mok was appointed as the Founding Chair Professor in East Asian Studies and established the Centre for East Asian Studies at the University of Bristol, United Kingdom.

Meng Hwa Er

Professor Er Meng Hwa has been with Nanyang Technological University (NTU) for 31 years and has held several key appointments. He is currently Vice President for International Affairs and Professor of Electrical and Electronic Engineering. He assists President of NTU in strategic alliance and network, global and China affairs and provides oversight to NTU’s global education and mobility programmes. He is the first Singaporean and the first academic in Asia to be conferred the prestigious title of Honorary Fellow by the London-based Institution of Electrical Engineers (IEE) in 2005 for his outstanding contribution to engineering research, education and public service. He was awarded a Public Administration Medal (Gold) by the President of the Republic of Singapore in 2006 for his significant contribution to the growth and international standing of NTU. He was also conferred the Honorary Fellow by the ASEAN Federation of Engineering Organisations (AFEO) in 2006 in recognition of his outstanding contribution to the engineering profession in Singapore and the region. He was elected Fellow of the ASEAN Academy of Engineering and Technology in 2009 and Fellow of the Academy of Engineering, Singapore in 2012. He is the recipient of the IES/IEEE Joint Medal of Excellence Award 2015 from the Institution of Engineers, Singapore, and the Institute of Electrical and Electronics Engineers, Inc for playing a pivotal role in innovating and revolutionising scientific research and education. He is the only Singaporean among the 126 people who was honoured in a recently launched exhibition of the World’s Most Influential Engineers at the headquarters of Britain’s Institute of Engineering and Technology. He was conferred the prestigious Alumni Medal for Professional Excellence 2016 by the University of Newcastle, Australia in recognition of an excellence record of professional excellence in leadership, knowledge and professional practices.

Ruqing Zheng

Deputy Director, Office of International Relations, Peking University

Dr. Zheng received her Bachelor of Material Science and Master of Polymer Science from Fudan University, Shanghai in 1990 and 1993, respectively. She then studied at US and received the Ph.D. in Polymer Science in 2000 at the University of Akron, Ohio. She was a polymer scientist with extensive research experience of structure characterization, especially in the field of liquid crystalline polymers.
Dr. Zheng joined Office of International Relations at Peking University since September, 2000. She has served first as Senior Program Officer, thereafter as Assistant Director (2004), and Deputy Director (2008). She has been responsible for European affairs, international research collaboration, and Education Abroad Programs, with all at the University level.
Dr. Zheng has published a number of scientific papers, and papers on higher education and research collaboration.
