U. S. Internal Revenue Service and Individual Tax Identification Numbers (ITINs): Current Issues

With the implementation of the PATH Act in 2016, international students who need an ITIN are required to submit original identification documents or certified copies of the documents from the issuing agency. This session will address the new ITIN procedures, the acceptance agent application process, and other topics related to ITINs. Officials from the IRS have been invited.

Ann Kuhlman

Director, Office of International Students and Scholars
Yale University Office of International Students & Scholars

Ann Kuhlman is the director of the office of international students and scholars at Yale University. She oversees the operation of the International Center for Yale Students and Scholars, directing programs and providing services to more than 4,000 international students, researchers, faculty, staff, and their dependents. With a staff of 13 professionals, she plans and manages a variety of activities, including program development, advising services, and liaison with governmental and non-governmental agencies. Before coming to Yale, she was the associate director for the Office of International Programs at the University of Pennsylvania and worked for NAFSA in Washington, DC. Kuhlman received several international travel awards (including a Fulbright to Korea) and has been an active member leader in NAFSA since the late 1970s. From 2000-2007, she served as the vice president of the Connecticut Fulbright Alumni Association.

Louise M. Baldwin

Senior Associate Director and Director of Immigration Services and Compliance
University of Michigan-Ann Arbor

Louise M. Baldwin is the Senior Associate Director and Director of Immigration Services and Compliance at the University of Michigan - Ann Arbor International Center, and serves as the University of Michigan – Ann Arbor’s Principal Designated School Official (PDSO) and Responsible Officer (RO). She presents often on topics related to SEVP policies and to SEVIS, and has been very involved in regulatory and technical aspects of the University of Michigan’s SEVIS compliance ever since SEVIS was first implemented in 2003. Her NAFSA service includes a three-year term as the SEVIS technical lead on NAFSA’s International Student and Scholar Regulatory Practice Committee (ISS-RP). She received her master’s degree in Anthropology from the University of Michigan – Ann Arbor.
