This session addresses challenges inherent in developing and monitoring the STEM OPT I-983 Training Plan. Discuss sharing of information, and advice between academic institutions, students, and employers, required reporting and SEVIS updates; and respective liabilities. Presenters focus on two perspectives through a legal lens, the perspective of the academic institution recommending STEM OPT, and the perspective of the hiring employer.

A frequent writer and speaker on immigration issues of interest to the higher education community, including many NAFSA regional and NAFSA National Conferences, he is also active in AILA, NACUA, AIEA, and the FBA. Many rating services and publications have favorably recognized him, and he has been repeatedly chosen by
“Who's Who International” as one of the 300 top corporate immigration attorneys in the
US. He is also a US News and World Report "Top Tier" lawyer, and was the FBA's 2017 "Lawyer of the Year." His firm, Ware|Immigration, representing over 100 institutions across the US, is one of very few with deep expertise in both F/EV issues, as well as academic EB matters.

Laitram is a global manufacturer with four operating divisions that produce a diverse set of products and services including seafood processing equipment, conveying solution technology and systems, fabricated metal stairs and precision machining services. With over 1,850 employees, Laitram operates manufacturing and assembly facilities in nine countries and employs people in over 30 different countries outside the United States.

A lifelong resident of New Orleans, Franck joined Laitram’s legal department in 1995 in a corporate counsel role. Supporting the company’s commercial, production and administration areas, Franck worked in various areas including labor and employment, benefits, commercial transactions, immigration and others. Since joining the company, Franck has also worked alongside Laitram’s CFO to manage the company’s insurance and risk management program. In 2009, Franck was volunteered to manage the company’s Human Resources group where he continues to work till this day.

Erin Skelly is currently the Lead Advisor for Regulatory Practice in the Berkeley International Office at the University of California, Berkeley and NAFSA Student Regbud for Region XII. Erin has worked in F-1/J-1 international student advising since 2004, previously at Florida State University and University of West Florida, in addition to 2 years teaching English in the Republic of Korea. Berkeley International Office serves a student population of approximately 6,000+ degree-seeking and exchange students, 3,300 scholars, and 3,000 visiting Summer Sessions students. Erin’s B.A. in Religion and M.A in Philosophy inform her professional interests in regulatory puzzles and crisis management.
