Regardless of the outcome of the health care debate, accountable care organizations (ACOs) are likely to continue to figure prominently in many areas across the country. Skilled nursing providers must demonstrate their ability to offer value in ACO partnerships to secure and maintain referral volumes. In this session, David Muhlestein of Leavitt Partners will offer an in-depth look at the ACO marketplace today, with a focused discussion of what ACOs are prioritizing in their partnerships with PAC providers. Then, Michelle Templin with MHA Navigator will review a unique, PAC-specific set of core competencies, developed in concert with Leavitt’s Accountable Care Learning Collaborative, that are necessary to engage in a variety of value-based payment models.

David Muhlestein

David Muhlestein, PhD, JD, is Chief Research Officer at Leavitt Partners. He directs the study of accountable care organizations through the LP Center for Accountable Care Intelligence and leads the firm’s quantitative evaluation of health care markets. He is an expert in using policy analysis, predictive modeling, and applied analytics to understand the evolving health care landscape.
David also serves as Adjunct Assistant Professor of The Dartmouth Institute (TDI) at the Geisel School of Medicine at Dartmouth College and is a visiting fellow at the Accountable Care Learning Collaborative. In both of these roles he conducts research to translate learnings of high-performing organizations for the benefit of the broader health care system.
David earned his doctorate in health services management and policy, JD, MHA, and MS from The Ohio State University, and a BA from Brigham Young University.

Michelle Templin

Michelle L. Templin


Michelle L. Templin is Vice President of Legislative Affairs and Business Development for Managed Health Care Associates, Inc. (MHA). In this capacity, Michelle oversees all the legislative and grass roots advocacy work that touches MHA’s diverse post-acute care (PAC) membership including: long term care (LTC), home infusion and specialty pharmacies, DME and respiratory providers, and skilled nursing, assisted living and rehabilitation facilities. Her team helps PAC providers navigate the legislative landscape to identify, analyze and advocate on the issues that matter most to their business.

Additionally, Michelle has led the strategy and management of the MHA ACO Network since its formation in 2013. Working with ACOs, Medicare Advantage Plans and other payers, the MHA ACO Network assists in defining local Payer/PAC engagement strategies and analyzes the value of appropriate PAC utilization across the care continuum.

Michelle received her undergraduate degree from Temple University with a focus on International Business Administration and Strategic Management and holds an MBA from Pepperdine University.
